Syria Education Programme (SEP) II

Project Dates: September 2023 - June 2027
This programme has been designed to deliver the UK’s commitment to enhance equitability of education for girls and boys by strengthening the quality and inclusivity of formal primary education in Northwest Syria.

The Syria Education Programme II is the successor programme to the Syria Education Programme, implemented by Chemonics to provide education to primary school-aged children in conflict-affected areas of Northwest (NW) Syria.

Known locally as Manahel, it was initially launched in 2018 and has benefitted over 625,000 children through school, home, and after-school education and by responding to children’s psychosocial and protection needs.

Manahel’s work within the formal education sector is instrumental in guaranteeing that children have access to structured, quality, and sustainable education. It also supports the efficient allocation of economic resources to improve learning outcomes.

Manahel’s approach prioritises inclusion, especially for girls and children with disabilities (CWD). The programme has established Special Education Centres that are equipped with essential tools to help CWD. In these centres, teachers prepare targeted individual.

The project provides comprehensive support to schools and teachers, including pedagogical supervision, learning assessments, psychosocial support, and safeguarding measures. The goal is to foster hope for future generations by investing in capacity-building and models that facilitate learning. The Manahel approach in NW Syria also involves engaging communities and caregivers to prioritise and invest in their children’s education.

Project Goals


  • Strengthen local education systems so that they are accountable, effective, and responsive.
  • Enhance school level capacity to deliver inclusive, gender responsive and quality learning.
  • Develop effective systems to support inclusion, mental health and child protection.
  • Generate more predictable financing for sector implementation, including teacher salaries.

This programme is funded by UK international development from the UK government.
