Since our earliest days, we have put in place protocols, controls, and oversight to ensure we hold ourselves to the highest ethical standards; prevent fraud and abuse; and use our resources efficiently and effectively to create better outcomes.

Operating with the highest ethical standards:
We understand that building and maintaining the trust of our clients, customers, partners, and the communities we serve is essential to advancing our mission. To support these efforts, Chemonics’ Office of Business Conduct oversees our organization’s ethics and business conduct program, promotes honest and responsible business practices, prevents employee misconduct, and ensures that company activities are conducted in adherence to applicable laws and regulations.  

Setting clear standards of business conduct for our employees: As a company operating globally – including in the world’s most vulnerable, complex, and difficult-to-reach communities – we work to do what is right, honest, and legal so we can build stronger and more resilient programs. We expect the same of all our employees and all others acting on our behalf. Our standards of business conduct, Living our Values, set clear expectations for how we do business and provide guidance to employees and partners on the right course of action.  

Providing consistent employee training: We work to ensure our employees fully understand the tools and resources available to support Chemonics’ operations around the world, both in-country and in its offices. We regularly conduct extensive and effective training and education for all our employees. 

Coordinating with local partners: Chemonics is committed to working with local partners, including by hiring in-country subcontractors, to expand our capabilities across our programs. We have strict protocols and controls to thoroughly vet any subcontractors we work with. 

Remaining transparent with federal partners, bilateral donors, and multilateral funders: Chemonics also works very closely with USAID and USAID Office of Inspector General, Foreign Commonwealth Development Office (FCDO) and the FCDO Fraud Investigations Department, the Global Fund and it’s Office of Inspector General to proactively offer insight and transparency into our work, report issues or challenges that arise, and explain how any issues are being addressed.  

Complying with relevant laws and regulations: We work to ensure our organization complies with all relevant federal laws and regulations both in the United States and in the countries in which we operate. 

Encouraging the reporting of any concerns: At Chemonics, we take very seriously the importance of preventing fraud, waste, abuse. We have established and promoted internal reporting mechanisms, raised awareness through outreach and training regarding red flags for fraud, established a case management system, introduced a risk assessment process to better focus resources on priority risks, and established and honed a process for investigations based on best practices. 

Continually assessing and strengthening protocols and controls: Despite all of the efforts we take to ensure the integrity of our systems and operations, we are always working to understand how we can improve. We remain committed to consistently assessing how we oversee our programs and ensuring we refine, strengthen, and update them as is necessary. We regularly evaluate the effectiveness of Chemonics’ compliance and ethics program to ensure it operates at the highest levels and implement changes as needed to ensure it does.  

How to Report Fraud, Waste, or Abuse


Chemonics’ employees, partners, clients, and other individuals should report observed or suspected misconduct to Chemonics’ Office of Business Conduct (OBC).
