Delivering Effective Government for Competitiveness and Inclusive Growth Project

Project Dates: July 2019 - July 2023
Government efficiencies and private sector reform are key for maximizing inclusive growth in the Philippines.

In the Philippines, economic progress is constrained by weak competitiveness and non-inclusive growth. However, recent high-level economic reform directives, like the Comprehensive Tax Reform Program and the “Build, Build, Build” infrastructure program, present opportunities to transform the country’s economic trajectory.

The USAID Delivering Effective Government for Competitiveness and Inclusive Growth (DELIVER) project promotes economic competitiveness and inclusivity to boost trade, investment, and productivity. DELIVER assists the Philippine government — primarily at the national level — while forging partnerships with the private sector, civil society, industry players, and other development stakeholders. Working alongside these key partners, DELIVER improves the government’s effectiveness — including in tax administration, public financial management, and infrastructure development — to spur sustainable growth.

Project Goals

  • Improve economic governance in the tax arena
  • Strengthen infrastructure development by building the capabilities of line agencies, expanding public-private partnerships, and strengthening interagency coordination
  • Enhance the competitiveness of small and medium enterprises by improving access to finance, strengthening value chains, and expanding access to markets
