The Kosovo Economic Governance Activity (KEGA) focused on improving the legal and regulatory framework, strengthening public financial management and strategic communications.

Kosovo has long faced challenges with economic inefficiencies and weak governance, impacting investment and growth. To address these issues, substantial reforms were needed to improve government operations, establish a transparent, stable business environment, and improve public financial management. The Kosovo Economic Governance Activity, funded by USAID, was a five-year initiative designed to support the Government of Kosovo in implementing significant reforms to improve the legal and regulatory framework to foster private-sector-led growth, strengthen public financial management, and ensure self-reliant and inclusive governance capacities and systems.

Through transparent and efficient governance, KEGA helped establish a robust economic governance framework that supports Kosovo’s long-term growth and stability.

Project Goals


  • Improved the business environment by reducing opportunities for corruption and increasing the transparency and efficiency of interactions within the public sector and between the public and private sectors.
  • Strengthened institutional policy development and intergovernmental coordination by helping the Government of Kosovo involve the private sector and civil society in policy reforms.
  • Strengthened the Government of Kosovo’s public financial management practices to improve the transparency of tax policy and administration processes; strengthened control systems for more efficient spending of public money; and encouraged private sector engagement in fiscal policy making.
  • Enhanced strategic communications in policy making and implementation of reforms to ensure the government’s agenda is transparent, has broad public support, and is well-coordinated with other national and local public institutions.
  • Supported the formalization process of unpermitted buildings by providing training to municipal officials, engaging in public outreach and updating the guidelines on the legalization of unpermitted construction.
