The Partnership Fund for a Resilient Ukraine (PFRU)

The PFRU programme seeks to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine.

The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.

The aim of the PFRU programme is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalisation in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence. Partnership Fund for a Resilient Ukraine (PFRU) – supporting the Government of Ukraine and Ukrainian people. 

Project Goals


  • Support Ukraine through agile and adaptive programming to withstand and overcome heightened Russian aggression.
  • PFRU’s Early Recovery workstream identifies and meets newly liberated communities’ needs through community engagement, addressing local government capacity gaps, and strategically communicating results back to residents to sustain trust in state institutions.
  • PFRU’s Revitalisation workstream unites communities and lays the foundation for Ukraine’s social, economic and political post-war transition to sustain long-term peace.

This programme is funded by UK international development from the UK government.
