General Summary
Chemonics is seeking a Technical Lead for the anticipated Tajikistan Better Health for Better Nutrition activity. Better Nutrition for Better Health Activity is five years (2025-2030) and will be implemented primarily in 12 western districts of Khatlon province: Balkhi, Dusti, Jaihun, Jomi, Khuroson, Kushoniyon, Levakant, Nosiri Khisrav, Qubodiyon, Shahritus, Vakhsh, Yovon. National level efforts such as support of the Health System Strengthening activities and support of the Scaling-up Nutrition movement will be implemented on a national level, thus will cover the entire country. The activity will have a country office in Dushanbe and Bohtar city (capital of Khatlon province).
Anticipated objectives include:
- Expanding and institutionalizing quality health and nutrition services to mothers, newborns, and children,
- Increasing ownership and investment for nutrition and MCH programs on the national level, and
- Improving nutrition and MCH behaviors, practices, and related social norms
Principal Duties and Responsibilities (Essential Functions)
The Technical Lead will oversee implementation of project interventions in the target districts in Khatlon province, ensuring approaches are targeted, appropriate, and effective. As part of the scope of work, the Technical Lead will:
- Oversee overall technical strategy, project coordination, and program implementation activities in collaboration with relevant stakeholders and partners.
- Lead the development or adaptation and implementation of innovative interventions on maternal and child health and/or nutrition, identifying needs for short-term technical assistance and coordinating STTA.
- Serve as the liaison to government representatives, civil society and NGO representatives, implementing partners, and stakeholders.
- Lead the development and review of technical deliverables and products, ensuring high quality and compliance with the activity’s development objectives, and adhering to reporting requirements provided by USAID.
- Provide direction, guidance, and mentorship to the technical team, collaborating with the Chief of Party (COP) to design technically and contextually appropriate activities.
- Draft quarterly and annual donor reports in collaboration with technical and MEL team.
- Lead documentation and sharing of knowledge and emerging practices from the program internally within Chemonics and externally with the wider stakeholder audience.
- Supervise assigned staff to facilitate achievement of program objectives and targets with management and technical backstopping and support.
- Initiate and facilitate regular technical meetings with project staff and partners to review program implementation and identify measures to overcome implementation bottlenecks and enhance quality of deliverables.
- Perform other duties and responsibilities as required.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
- Master’s degree (equivalent) or higher in the health field and significant years of relevant experience in nutrition and/or maternal child health.
- A minimum of 10 years of relevant experience must be in managing health sector interventions in nutrition and/or maternal child health.
- Previous experience designing social behavior change interventions with demonstrable impact, preferred.
- Excellent interpersonal and leadership skills and experience in managing teams.
- Experience relevant to accomplishment of the cross-cutting objectives in the activity, including gender and diversity, equity, and inclusion.
- Demonstrated strong writing and oral presentation skills in English and Tajik and/or Russian.
- Tajikistan national or resident.
Strong knowledge and experience in:
- Implementing evidence-based best practices at the clinical/service delivery and community levels.
- Supporting the development and implementation of national policies to improve maternal and child health and nutrition service delivery.
- Incorporating gender transformative approaches into health sector projects.
- Assisting governments and other stakeholders in scaling up and institutionalizing high-quality health and nutrition services to mothers, newborns, and children.
- Strengthening the capacity of civil society and non-governmental organizations.
- Strong experience with direct supervision of technical staff and working with teams and staff from multicultural backgrounds.
- Demonstrated experience overseeing development of activity budgets, project workplans, and donor reports
