We are seeking several Senior Technical Advisors for the anticipated USAID-funded “Resilient Systems for Transparent, Reliable, and Effective Pharmaceutical Governance (RESTORE)”. The five-year, $25- 50 million program will aim to strengthen and align the pharmaceutical system in Ukraine to European Union norms and standards and enhance transparency and cost-efficiency for desired health outcomes. This activity would support the ongoing efforts of the Government of Ukraine (GoU) and its civil society partners to transform its healthcare system to effectively meet the needs of its citizens by providing technical assistance in support of the GoU, civil society, and the private sector to improve the public procurement, distribution, and availability of quality-assured medicines and health commodities. Senior Technical Advisor, Pharmaceutical Financing
- At least seven years of experience working in healthcare policy and health financing;
- Demonstrated competence in managing and providing technical assistance in key areas of medicines pricing and reimbursement policies in developing countries;
- Advanced degree in economics or related discipline with a focus on healthcare preferred;
- Strong interpersonal, writing and oral presentation skills in English required, fluency/proficiency in Ukrainian preferred.
Senior Technical Advisor, Pharmaceutical Policy & Governance
- Advanced degree in public policy, finance, accounting, law, or related discipline preferred;
- At least seven years of experience serving as technical advisor to governments or donors on public sector tender processes, including bulk purchasing;
- Demonstrated competence in managing and providing technical assistance in key areas of evidence-based pharmaceutical laws, policies, regulations, guidelines, and standard operating procedures (SOPs) to institutionalize pharmaceutical procedures and structures and promote accountability, including but not limited to Essential Medicines List and rational drug procurement in developing countries;
- Strong interpersonal, writing and oral presentation skills in English required; and fluency/proficiency in Ukrainian preferred.
Senior Technical Advisor, Procurement & Supply Chain Management
- Advanced degree in public health, supply chain management, business administration or related discipline preferred;
- At least seven years of experience serving as technical advisor to governments or donors on pharmaceutical policy, laws, and regulations;
- Demonstrated competence in managing and providing technical assistance in key areas of supply chain management, including product selection, quantification, procurement, and distribution in developing countries;
- Demonstrated leadership, versatility, and integrity;
- Strong interpersonal, writing and oral presentation skills in English required; and fluency/proficiency in Ukrainian preferred.
