Chemonics seeks a Technical Director for the anticipated USAID/Ethiopia Malaria Diagnosis and Treatment Activity. This five-year, $25-50 million project aims to strengthen malaria laboratory diagnostic capacity and improve case management in Ethiopia by addressing critical gaps and promoting best practices. Key objectives include enhancing stakeholder coordination, scaling up quality assurance systems, and training health professionals in malaria diagnosis. Responsibilities include:

  • Support the Chief of Party (COP) with the design of technical strategy, implementation, and overall technical management of the activity, serving as the project’s technical representative.
  • Supervise and mentor project staff, facilitating the transfer of skills and knowledge to Ethiopian institutions.
  • Lead the drafting and development of monthly activity updates, quarterly and annual progress reports, and technical reports as needed.
  • Supervise technical and programmatic leads to ensure a coherent approach across all project activities.
  • Conduct project thought leadership to enhance the visibility of the project, client, and organization.
  • Ensure timely use of data for decision-making and guide project adaptations and implementation.
  • Maintain strong working relationships with USAID/Ethiopia, the National Malaria Elimination Program (NMEP), implementing partners, and key stakeholders.
  • Represent the project on behalf of the Chief of Party in their absence.

Qualifications:

  • University degree (bachelor’s or higher) in international development, public health, medicine, or a closely related field; master’s degree strongly preferred.
  • Minimum of 10 years of relevant work experience in malaria prevention and control.
  • Experience working in Ethiopia, with deep knowledge of geo-political, ethnic, cultural, and other considerations affecting programming in Ethiopia and the region.
  • Strong ability to partner with the Government of Ethiopia to strengthen the capacity of host-country institutions and local organizations to identify and implement evidence-based vector control approaches, reducing the malaria burden and advancing toward elimination.
  • Proven ability to build and maintain a strong, diverse, and cohesive team where all members are empowered and supported, including stakeholders and partners.
  • Demonstrated commitment to ethical and transparent practices and staff care.
  • Strong interpersonal, representation, and communication skills.
  • Demonstrated leadership, versatility, and integrity.
  • Fluency in English required
