Monitoring, Evaluation and Learning Lead | Dushanbe, Tajikistan | 2024

General Summary

Chemonics is seeking a MEL Lead for the anticipated Tajikistan Better Health for Better Nutrition activity. The expected period of performance for Better Nutrition for Better Health Activity is five years (2025-2030) and will be implemented primarily in 12 western districts of Khatlon province: Balkhi, Dusti, Jaihun, Jomi, Khuroson, Kushoniyon, Levakant, Nosiri Khisrav, Qubodiyon, Shahritus, Vakhsh, Yovon. National level efforts such as support of the Health System Strengthening activities and support of the Scaling-up Nutrition movement will be implemented on a national level, thus will cover the entire country. The activity will have offices in Dushanbe and Bohtar city (capital of Khatlon province).

Anticipated objectives include:

  1. Expanding and institutionalizing quality health and nutrition services to mothers, newborns, and children,
  2. Increasing ownership and investment for nutrition and MCH programs on the national level, and
  3. Improving nutrition and MCH behaviors, practices, and related social norms

Principal Duties and Responsibilities (Essential Functions)

The MEL Lead oversees the Better Health for Better Nutrition activity’s design and implementation of effective monitoring and evaluation approaches and systems to strengthen demonstration of results and the use of data for decision making. As part of the scope of work, the MEL Lead will:

  • Lead the design, development, and implementation of the project MEL Plan, including the development of activity indicators.
  • Manage a rigorous approach to M&E to measure performance toward specific goals and objectives, including quantitative, qualitative, and participatory methodologies as well as collaborating with existing local M&E platforms and stakeholders.
  • Design data collection tools, schedules, analysis methods, and applied learning approaches for stakeholder training.
  • Strengthen capacity of project staff other stakeholders in program monitoring and evaluation, data collection and management, and CLA methods as necessary.
  • Using a CLA approach, develop mechanisms to establish feedback loops to ensure that learning approaches and trainings inform and contribute to achievement of objectives under communications and training activities.
  • As necessary, oversee implementation of baseline and other assessments throughout the project lifecycle, including review of tools and survey methodology and review of data quality and analysis.
  • Design and implement learning events, pause and reflect sessions, etc. to support the practice of adaptive management.
  • Support the development of project deliverables and communications products, including the MEL plan, quarterly and annual reports, success stories, etc.
  • Design and maintain integrity of project’s MEL database.
  • Perform other duties and responsibilities as required.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Master’s degree in a relevant field.
  • At least ten years of relevant experience.
  • Experience managing the monitoring and evaluation for activities of similar size and scope.
  • Experience using a Learning Plan to inform activity implementation.
  • Experience in monitoring and evaluation work for donors/U.S. Government agencies or international NGO or institutions.
  • Demonstrated strong writing and oral presentation skills in English and Tajik and/or Russian.
  • Excellent interpersonal and leadership skills.
  • Tajikistan national or resident.
