Monitoring, Evaluation and Learning Director | Addis Ababa, Ethiopia | 2024

Chemonics seeks a Monitoring, Evaluation and Learning Director for the anticipated USAID/Ethiopia Malaria Diagnosis and Treatment Activity. This five-year, $25-50 million project aims to strengthen malaria laboratory diagnostic capacity and improve case management in Ethiopia by addressing critical gaps and promoting best practices. Key objectives include enhancing stakeholder coordination, scaling up quality assurance systems, and training health professionals in malaria diagnosis. Responsibilities include:

  • Work closely with the Chief of Party (COP), Technical Director, and technical staff on annual planning, determining activity outputs, outcomes, and results, as well as other measurable indicators.
  • Lead the design and implementation of the program monitoring and evaluation framework and information system to track implementation progress, performance against targets, project outcomes, and impacts.
  • Analyze routinely collected data to assess progress and identify areas for improvement.
  • Establish and utilize platforms for timely data review and develop a culture of data use to guide implementation targeting.
  • Create an environment across project intervention zones that encourages timely data input into the central data system and the use of data for decision-making at regional, district, and national levels.
  • Implement a project Collaborating, Learning, and Adapting (CLA) approach, integrating outputs from routinely collected data, lessons learned, best practices, and entomologic surveillance activities.
  • Participate in national malaria monitoring and evaluation technical working groups.
  • Foster a workplace culture that emphasizes creating opportunities, serving others, building trust, innovation, and exceeding expectations.
  • Perform other duties and responsibilities as required.

Qualifications:

  • A university degree (bachelor’s or higher) in Public Health, Social Science, or a related discipline; master’s degree strongly preferred.
  • At least five years of experience designing and implementing monitoring and evaluation activities for public health programs in developing countries, preferably on USAID-funded programs in Ethiopia or the region.
  • Firm command of monitoring and evaluation principles and challenges related to improving the quality of integrated service and support programs.
  • In-depth knowledge of USAID reporting requirements.
  • Proven experience analyzing data and applying information to improve project implementation.
  • Proficiency with statistical software such as SPSS, STATA, or similar tools.
  • Excellent written and oral communication skills.
  • Demonstrated leadership, versatility, and integrity.
  • Fluency in English required.
