Chemonics International, a leading international development organization based in Washington, D.C., seeks a Green Finance Lead for the five-year USAID-funded Kyrgyz Republic Green Solutions Activity (KGS). The activity aims to build the capacity of the Kyrgyz Republic to adapt to and mitigate the effects of climate change in its economy in order to create and develop a “green economy,” or one that is low carbon, resource-efficient, and socially inclusive. The Activity will promote practices that contribute to a robust and resilient economy, reduce greenhouse gas (GHG) emissions in the private and public sectors, increase climate financing, and develop a policy framework to catalyze sustainable and green climate solutions.
General Provisions
The Green Finance Lead will be responsible for leading the activity’s efforts to increase the inflow of green financing into the Kyrgyz Republic, and will be based in Bishkek, Kyrgyz Republic. We are looking for an individual who has a passion for making a difference in the lives of people around the world.
Responsibilities Include:
- Coordinate with the chief of party, deputy chief of party, climate integration specialist, and green governance lead to increase the inflow of green financing into the Kyrgyz Republic, and increase green financing within the country’s financial system.
- Collaborate with domestic and international financial and non-bank institutions, high-net-worth individuals, foundations, and international financial institutions to increase the amount of finance that can be used for green economic expansion.
- Work with the National Bank of the Kyrgyz Republic and donor agencies to increase the inflow of green investment and green financing capital into the country.
- Partner with financial institutions and non-bank actors to develop new green financing products.
- Lead knowledge sharing and educational efforts about the value proposition of green financing for local businesses and business associations.
- Support businesses and business associations in acquiring green financing.
- Support private sector companies and foundations in identifying and pursuing climate friendly partnerships with local businesses.
- Identifies grant opportunities that support expected results under Objective 3 to promote green financing.
- Drives technical development of regulations to issue green bonds.
- Works with the grants team to ensure effective and accountable grants administration.
- Work with the Monitoring, Evaluation, and Learning (MEL) Manager to ensure that green economy financing interventions align with the MEL plan.
- Perform other tasks as directed by the Chief of Party
Qualifications:
- Academic degree in accounting, banking and finance, financial management, or related field.
- At least six years of experience in banking and finance with an emphasis on green financing or climate smart financing, preferably for donor funded projects.
- Previous USAID experience and strong knowledge of USAID rules and regulations preferred.
- Previous experience working with public and private sector stakeholders preferred.
- Previous experience liaising with government stakeholders drafting regulations to issue green bonds.
- Strong knowledge of Environmental, Social, Governance (ESG) and international ESG certification requirements.
- Demonstrated professional excellence and strong analytical skills.
- Proven ability to work professionally, constructively, and collaboratively as part of a team, meet deadlines, and communicate effectively.
- Excellent written and oral communication skills, with prior legal and policy drafting experience strongly preferred.
- Proficiency in Kyrgyz and Russian is required; with English language strongly preferred.
