Chemonics seeks a Finance and Operations Director for the anticipated USAID/Ethiopia Malaria Laboratory Diagnosis and Treatment Activity. This five-year, $25-50 million project aims to strengthen malaria laboratory diagnostic capacity and improve case management in Ethiopia by addressing critical gaps and promoting best practices. Key objectives include enhancing stakeholder coordination, scaling up quality assurance systems, and training health professionals in malaria diagnosis. Responsibilities include:
- Oversee overall project operations and finances, ensuring the most efficient and effective financial control systems and operational processes are in place.
- Support the achievement of overall project goals to ensure optimal project performance.
- Assist the Chief of Party (COP) in developing and implementing key management systems for project planning, reporting, performance management, financial management, property and technical procurement, and personnel management.
- Supervise the day-to-day field operations, including office facilities, equipment, project vehicles, administration, logistics, procurement, budgeting, financial accounting, and IT and information security.
- Ensure compliance of project operations with USAID, Chemonics Washington office, and host country policies and guidelines.
- Manage program accounting, oversee country-level financial reporting and budgets, manage bank accounts and reconciliations, and provide financial analysis for project leadership and USAID.
- Oversee all human resource and personnel management, including recruiting, hiring, leave and benefits administration, staff care and professional development, and performance management.
- Analyze and streamline field office processes, providing ongoing training and capacity-building for project staff on administration and implementation.
- Oversee operational procurement to ensure compliance with rules and regulations, maintaining thorough and complete procurement documentation in accordance with Chemonics’ Field Procurement Guide.
- Establish standards and procedures to ensure compliance programs are effective and efficient throughout the project.
- Perform additional accounting, financial management, procurement, and administrative tasks as needed.
Qualifications:
- A university degree (bachelor’s or higher) in finance, business administration, accounting, or a related field; master’s degree strongly preferred.
- Minimum of seven years of relevant professional experience with increasing responsibility, including experience on USAID or donor-funded contracts.
- Advanced Excel skills and demonstrated ability to develop and manage complex budgets.
- Excellent organizational skills and ability to work effectively in a fast-paced environment.
- Knowledge of Ethiopia’s operating environment, including registration, taxes, and labor law, preferred.
- Detail-oriented, with strong prioritization skills to support activity implementation while ensuring compliance with required policies and protocols.
- Demonstrated commitment to ethical and transparent practices and staff care.
- Strong interpersonal, representation, and communication skills.
- Demonstrated leadership, versatility, and integrity.
- Fluency in English required.
