Chemonics International seeks a deputy chief of party for the anticipated follow-on to the USAID/Justice Activity in Kosovo. The overall expected purpose of this activity is to strengthen Kosovo’s justice system by applying a people-centered justice approach to improve institutional capacity to provide people access to quality services and multiple means to solve their justice needs and everyday legal problems, and to generate greater public trust in the justice system and the rule of law. In doing so, it will re-orient the current delivery of justice services model toward one that is more people-centered, user friendly, solution-oriented, and data driven. It will also draw on principles of procedural justice, i.e. understanding, neutrality, voice, and respect, to ensure quality of justice outcomes and experiences. Responsibilities include:
- Support the chief of party in developing and implementing key management systems that will support project planning, reporting, and performance management, subcontracts and grants management, and personnel management.
- Provide overall project leadership, management, and technical direction to develop and execute program activities building capacity of justice service providers, including the courts, lawyers, and civil society, to advance justice sector reforms and improve justice service delivery to citizens and communities.
- Support the chief of party in liaising with USAID and international and regional partners. Ensure that the program team has productive and professional relationships with their USAID counterparts, the agency overall, and the program’s stakeholders and beneficiaries.
- Contribute to program work planning, compliance, and operations.
- Ensure that successful models and best practices of the program are institutionalized through sound programming practices.
- Supports team to integrate and scale innovative and adaptive management approaches into program planning, implementation, and learning.
- Contribute to all reports, publications, and surveys produced in the course of the program implementation, including consultant, contractor, and subcontractor deliverables, and ensure that highly professional documents are produced.
- Supervise technical and administrative staff.
Qualifications:
- Advanced degree in law, public administration, or another related field.
- Demonstrated experience in judicial reform sector, including in areas such as justice administration and access to justice.
- Minimum of five years of senior project management experience on USAID-funded projects, especially regional experience in the Balkans.
- Experience working effectively with judicial stakeholders, government counterparts, and CSOs, including working on institutional capacity development, including courts.
- Record of designing, managing, implementing, and monitoring and evaluating complex donor- supported projects.
- History of developing local capacity, working closely with institutions at national and local levels, especially courts.
- Strategic planning, management, supervision, and budgeting skills.
- Strong interpersonal and communications skills, including the ability to communicate clearly and concisely both orally and in writing.
- Proven ability to build, foster, and lead a productive and efficient local team.
- Demonstrated leadership, versatility, and integrity.
- Fluency in Albanian required.
- Professional written and verbal proficiency in English required.
