Deputy Chief of Party | Port of Spain, Trinidad and Tobago| 2024

Chemonics seeks interested and qualified individuals for the Deputy Chief of Party position to support the anticipated USAID funded Eastern and Southern Caribbean (ESC) Anti-Violence Activity.

The ESC Anti-Violence Activity seeks to address youth involvement in gang violence in Trinidad and Tobago, St. Kitts and Nevis, and St. Vincent and the Grenadines by empowering young people with positive pathways. The Activity will build national and regional capabilities to address gang-related crime and violence. It will strengthen the criminal justice system capabilities, enhance, or establish anti-gang related legislation, and pilot and evaluate for scale-up micro level evidence based secondary and tertiary anti-gang interventions. The Deputy Chief of Party will work closely with the Chief of Party to provide strategic direction and oversee daily technical activities to ensure that the activity meets stated goals. This position will be based in Port of Spain, Trinidad. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

  • Provide support to the Chief of Party in the technical management of the activity, including oversight of technical staff and support to technical direction
  • Build partnerships with key stakeholders, including implementing partners, host country government officials, regional and international agencies
  • Manage technical oversight of program partners and their technical activities
  • Lead the development of the annual work plan and other deliverables to meet contractual obligations
  • Promote collaboration between project technical staff to achieve activity goals and objectives
  • Ensure effective coordination of the program activities with budget/finance, grants, procurement, and operations personnel
  • Ensure the proper use of tools and systems required for the implementation, tracking, reporting and quality control of the project’s technical activities
  • Review reports and deliverables prepared by technical staff
  • Ensure compliance with USAID regulations and policies
  • Ensure that solid relationships are built and maintained between and among Chemonics and project staff, USAID, and key local stakeholders and partners.

Qualifications:

  • A minimum of 5-7 years of relevant work in violence and crime prevention, positive youth development, and/or criminal justice system strengthening
  • Advanced degree in public policy, social work, international development, security studies or a related field
  • A minimum of 4 years of experience managing USAID projects, or other donor-funded projects with a contractor or international NGO
  • Experience supporting high-risk youth and youth in conflict with the law
  • Prior experience managing democracy and governance programs in the Eastern and Southern Caribbean or relevant
  • Experience engaging local stakeholders to promote youth development and advocating for youth rights
  • Experience in the supervising of diverse teams and demonstrated cultural sensitivity and inclusive leadership
  • Financial management experience, including budgeting; financial management
  • Experience with activity design, development, implementation and an understanding of collaboration, learning and adapting
  • Experience supporting national and or regional security coordination
