USAID launched the Water Policy Sector Reform Project (WPRR) to work with EWRA (Egyptian Water Regulatory Agency) and USAID’s Water and Wastewater Sector Support Project (WWSS) to strengthen the Holding Company for Water and Wastewater (HCWW) and its subsidiaries.

The WPRR scope of work also provided for support at the ministry level to strengthen the policy, legal, and regulatory framework for the water and wastewater sector, and improve the quality of water and wastewater services and extend them to new customers. Project staff and consultants worked with the Ministry of Housing, Utilities, and Urban Development (MHUUD) except for the period between August 2012 and July 2013 when the counterpart was the Ministry of Water and Wastewater Utilities (MWWU).
