Deputy Chief of Party, USAID Youth and Gender Justice Project Hugo Ayala

Hugo Ayala is a rule of law expert and lawyer with more than 18 years of international development experience leading justice sector work in Latin America, including nine years of work as a chief of party on U.S. government-funded projects. He is currently the deputy chief of party on the USAID Youth and Gender Justice project in Guatemala. His expertise includes human rights law, institutional capacity building, justice sector reform, and at-risk youth. Prior to joining Chemonics in 2016, Hugo was the chief of party for Catholic Relief Services’ U.S. Department of Labor Youth Pathways project. He holds a master’s degree in international law and international relations from the Universidad San Carlos in Guatemala and a law degree from the Universidad Rafael Landívar.
