Chemonics International is seeking EOIs for multiple Technical Specialists for the anticipated USAID Jamaica Energy Conservation and Resilience (ENCORE) opportunity. The purpose of ENCORE is to enhance Jamaica’s resilience by strengthening its energy sector, thereby delivering more renewable and reliable energy to a larger number of people, including marginalized populations. Chemonics is recruiting experienced short- and long-term technical experts for ENCORE with experience focused on climate change adaptation and mitigation, renewable energy, improved service-delivery, utility and regulatory strengthening, transmission and distribution planning, and energy resilience. The positions maybe based in Kingston, Jamaica.

The potential objectives of the activity are to: 

  • Increase the availability and reliability of renewable energy technologies to ensure more Jamaicans, particularly marginalized populations, have access to sustainable and secure electricity.
  • Improve the resilience of Jamaica’s energy infrastructure and advance overall energy security to improve reliability and reduce vulnerability to disruptions, including those caused by natural disasters such as hurricanes and floods.
  • Collaborate with the Jamaican government and local stakeholders to create policies and regulations that foster a supportive environment for energy sector investments and innovations, encouraging private sector participation and sustainable growth.

We are seeking middle and senior-level technical specialists in the following areas

  • Climate-Resilient Infrastructure Planning
  • Renewable Energy Technology
  • Advanced Energy Storage and Monitoring Technologies
  • Energy Policy and Regulatory Framework Expertise
  • Utility Technical Support
  • Power Sector Planning, Transmission and Distribution
  • Power Sector Transaction Advising and Climate Finance
  • Community Engagement, Social Inclusion, Marginalized Populations, and Gender
  • Workforce Development
  • Disaster Risk Reduction (DRR) Planning and Preparedness Climate vulnerability assessment and/or GIS mapping

Qualifications:

  • Bachelor’s degree in a relevant field such as economics, environmental science, engineering, business administration, public policy, sustainable development, or a related discipline. An advanced degree is preferred.
  • Seven or more years of professional working experience in relevant sectors.
  • Prior experience with USAID, donor-funded programs, or experience with country or regional counterparts and institutions is highly desirable.
  • Relevant experience working in Jamaica or the Caribbean
  • Fluency in English is required. Knowledge of additional languages is a plus.
