Chemonics International seeks interested and qualified individuals for the Technical Director position for the anticipated USAID-funded Barbados Basic Education Workforce Readiness Activity in two countries. The goal of this Activity is to improve learning outcomes and economic opportunities for second-chance learners.

Job Description

The Technical Director will work closely with the Chief of Party (COP) to manage the day-to-day operations of the activity. The Technical Director will provide technical and managerial leadership and will focus on building partnerships with key stakeholders. In the absence of the COP, the Technical Director will assume full responsibility for the Activity. The Technical Director will collaboratively create and implement a strategic, long-term programmatic vision and oversee Activity work planning, performance management, and strategic communications

The position is anticipated to be based in Bridgetown, Barbados. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Please note that hiring for this position is contingent upon the contract’s future award to Chemonics International.

Responsibilities:

  • Provide leadership, oversight, management, and overall coordination of operational and technical activities under the supervision of the Chief of Party and in coordination with the senior management team;
  • Support the development and implementation of key management systems to support project planning, reporting, and performance management though a strategic, analytical approach;
  • Coordinate the technical team and subgrantees to ensure the full and accurate implementation of the activities, achieving the Program’s results and objectives while complying with USAID rules and regulations;
  • Collaborate with the Chief of Party to oversee and review all technical writing products and deliverables, including annual work plans, performance management reports, and strategic communications such as lessons learned and success stories;
  • Develop and maintain relationships with government counterparts, implementing partners, private providers, and other key stakeholders in the private and public sectors at the community, country, and international level;
  • Ensure all program assistance is technically sound and appropriate for the local context and integrate innovative practices, emerging knowledge, and international best practices into program activities;
  • Identify challenges and obstacles impacting program implementation, develop strategies to address these issues, and collaborate with the Chief of Party and program staff to implement the solutions.
  • Liaise with Chemonics Washington DC security staff and other security stakeholders to ensure the safety of staff, assets, and beneficiaries;
  • Supervise a team of technical staff to ensure effectiveness and quality of technical assistance provided;
  • Collaborate with finance and project staff to develop and monitor project budgets;
  • Act as Chief of Party, when the Chief of Party is absent from the Program; and
  • Performs other duties and responsibilities as required.

Qualifications:

  • An advanced in education, business or public administration, international development, or other closely related field
  • Minimum five years of demonstrated experience in managing education programs, workforce readiness programs in the Caribbean; experience in Suriname or St. Vincent & the Grenadines preferred.
  • Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting;
  • Demonstrated ability and desire to work effectively with government agencies, USAID or other donors, the private sector, subgrantees, and local partners to achieve program targets;
  • Demonstrated experience leading and professionally developing diverse teams in similar programs in the region;
  • Excellent communication, presentation, and writing skills in English required;
  • Strong problem-solving skills and ability to address programmatic and technical challenges.
  • Demonstrated leadership, versatility, and integrity; and
  • Ability to live and work in Bridgetown, Barbados with travel to the Suriname and St. Vincent & the Grenadines as required
