Chief of Party | Maputo, Mozambique | 2024

Chemonics International, a U.S. based international development consulting firm, seeks a Chief of Party (COP) for the anticipated USAID Mozambique Renda Verde Melhoria da Gestão dos Recursos Naturais e Empoderamento de Populações Locais activity in Mozambique. This position is based in Mozambique (exact location to be determined), and the anticipated project duration is five years. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

The anticipated activity aims to uplift communities by harnessing the advantages of living in nature within key biodiversity conservation areas, while also benefiting local people through the distribution of nature-based revenue. Alongside ongoing enforcement efforts to prevent and penalize the destruction of natural resources and habitats, this activity will emphasize the tangible incentives of coexisting with nature. The activity seeks to catalyze market and community benefits from harmonious human-wildlife coexistence across conservation areas, buffer zones, and key biodiversity corridors.

This position is contingent upon award and funding.

Responsibilities include:

  • Provide overall project leadership, management, and technical direction, ensuring a common vision across project components and actors
  • Build, manage, and maintain effective working relations with national and regional government stakeholders, multilateral climate funds, international organizations, financial institutions, private sector partners, NGOs, civil society, and U.S. Government agencies
  • Oversee strategic work planning, performance management, strategic communications, contractual and budgetary aspects of program management, and timely preparation of the annual implementation plan
  • Contribute to the design and implementation of the M&E plan at the activity and project levels and for ensuring that all programming is properly monitored and evaluated
  • Ensure compliance with U.S. government rules and regulations as outlined within the contract
  • Oversee the security of staff and temporary employees hired through the project, as well as security of physical and information items related to the project
  • Identify issues and risks related to project implementation in a timely manner, suggesting appropriate adjustments
  • Serve as the project’s primary liaison with USAID, the Mozambican government, stakeholders, and implementing partners on all project related matters

Qualifications:

  • Master’s or advanced degree in international development, political science, public or business administration, or a related social science field is preferred
  • Minimum ten years of experience in the management of environment, conservation, and/or development finance projects
  • Demonstrated record of progressively responsible experience leading relevant donor-funded programs with preference given to implementing activities related to climate change adaptation and mitigation, green economy financing, improving green economy governance, and public-private partnership development
  • Extensive project management leadership experience, including human resources, procurement, subcontracts, accounting/finance, as well as monitoring, evaluating, and learning, documenting project performance, evaluating subcontractor and grantee activities, and providing overall direction
  • Proven track record managing engaging effectively with stakeholders, including government officials, NGOs/civil society organizations, the private sector, and other donors
  • Experience working in Mozambique or other southern African contexts highly desired
  • Familiarity with USAID’s rules and regulations is highly preferred
  • Fluency in written and oral English required; Portuguese language proficiency is preferred
