Operations Manager | Bishkek, Kyrgyzstan | 2024

Chemonics International, a leading international development organization based in Washington, D.C., seeks an Operations Manager for the five-year USAID-funded Kyrgyz Republic Green Solutions Activity (KGSA). The activity aims to build the capacity of the Kyrgyz Republic to adapt to and mitigate the effects of climate change in its economy in order to create and develop a “green economy,” or one that is low carbon, resource-efficient, and socially inclusive. The Activity will promote practices that contribute to a robust and resilient economy, reduce greenhouse gas (GHG) emissions in the private and public sectors, increase climate financing, and develop a policy framework to catalyze sustainable and green climate solutions.

General Provisions

The Operations Manager will ensure efficient operations, financial management, human resources, administration, and compliance with USAID regulations, Chemonics policies, and local law. This position is based in Bishkek, Kyrgyz Republic. We are looking for an individual who has a passion for making a difference in the lives of people around the world.

Responsibilities Include:

  • Manage day-to-day operational field presence in the Kyrgyz Republic, including managing human resources and recruitment, office and facilities management, equipment and inventory, and regional in-country logistics
  • Ensure efficient operations, human resources administration, compliance with USAID regulations, Chemonics policies, and local law
  • Support recruitment processes in compliance with Chemonics established procedures
  • Support onboarding processes to ensure new hires are provided with adequate training and orientation regarding the project and relevant Chemonics policies
  • Ensure adherence to corporate and legal policies and operational controls are in place for human resources and procurement procedures
  • Contribute to monthly financial budgeting to ensure accuracy and timeliness
  • In coordination with the Finance and Operations Director, receive and inspect all materials and equipment procured for field operations, reconciling against purchase orders to ensure accurate documentation and tracking, and entering immediately into project inventory. Facilitate and oversee appropriate storage and labeling of all non-expendable property conduct quarterly updates and reviews of all project inventory
  • Support travelers in making hotel and flight reservations for local and international staff, and consultants traveling to and within the Kyrgyz Republic.
  • Identify gaps in operational procedures and bottlenecks that hinder program implementation in the field and outcome achievement, and recommend solutions
  • Supervise the Administrative Assistant.
  • Perform other tasks as directed by the Finance and Operations Director

Qualifications:  

  • Academic degree in business administration, public administration, or other relevant field
  • At least three years of experience in efficient operations, human resources administration, logistics, and office management for projects of similar size and complexity
  • Experience planning and organizing complex events. Ability to work independently with minimal supervision, prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and to exercise good, professional judgment that communicates the established message of the program
  • Strong organizational, management, and administrative skills
  • Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively
  • Strong local and surrounding area knowledge of the operating environment and employment regulations in the Kyrgyz Republic
  • Previous USAID experience and knowledge of USAID rules and regulations preferred
  • Proficiency in English and Russian is required, with excellent written and oral communication skills; Kyrgyz language preferred, but not required
