Chemonics International seeks an Operations Director to support the anticipated USAID-funded Yemen Economic Activity. This project will address the economic constraints in Yemen that have led to a decline and instability at the macroeconomic level and the concomitant fall in employment and the standard of living at the microeconomic level. The activity will assist Yemen in reestablishing key economic institutions, stabilizing the macroeconomy through improved monetary and fiscal policy, and facilitating international trade. Specifically, this project seeks to create a set of complementary activities that:
(1) increase the capacity of key Republic of Yemen Government (ROYG) institutions such as the Central Bank of Yemen (CBY) and the Ministry of Finance (MOF) to improve the enabling environment for economic growth and stability;
(2) support an enabling environment conducive to trade facilitation; and
(3) support a private sector engagement approach that will improve trade flows and build the capacity of actors along key supply chains.
This position is anticipated to be based in Aden, Yemen. We are looking for candidates who have a passion for making a difference in the lives of people around the world.
Responsibilities include, but are not limited to:
- Oversees all operations including but not limited to administration, logistics, procurement, budgeting, financial, and property
- Ensures that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the SOW, including ensuring that all procurement processes are perceived as transparent by beneficiary communities, ensuring fair and transparent procurement processes, and reviewing of financial management
- Ensures that the most reasonable, fair, expeditious, and appropriate procurement choices are made pursuant to the contractor’s procurement guide
- Supervises day-to-day field presence in the areas of operations (including the project’s facilities such as office space, equipment, and project vehicles), administration, logistics, procurement, budgeting and financial accounting and may act as the Chief of Party when s/he is absent from the program
- Manages local registration mechanisms and administration, including adherence to compliance with host country requirements, and coordinating with the contractor’s home office, as needed
Qualifications for Operations Director:
- At least eight years of experience working on donor-funded projects in a related role, with demonstrated supervisory experience of large teams, preferably in a remote management context
- Minimum three years of successful supervisory experience with culturally and geographically diverse staff
- Strong leadership abilities, including the ability to represent the program to the donor, other implementing partners, and key stakeholders
- Experience with a donor, contractor, or international NGO overseeing a large, diverse, and fast paced operational platform; experience working on USAID–funded activities is preferred;
- Work experience in the Middle East and North Africa region and specifically Yemen is preferred;
- Demonstrated leadership, versatility, and integrity;
- Excellent written and verbal communication in Arabic, and English
