Chemonics International Inc. seeks interested and qualified individuals for the Monitoring, Evaluation, and Learning Lead (MELL) position for the anticipated five-year $19 million USAID-funded Strengthening Systems for Health Security Activity (SSHS) in Peru.
The purpose of this SSHS activity is to help Peru build robust capabilities in preventing, detecting, and responding to infectious disease and health threats to ensure national and global health security (GHS) by working on the following three objectives: 1) Better prevention of infectious diseases through the reduction of disease transmission from animals to human populations; 2) Better detection of infectious diseases through improved surveillance systems; and 3) Effective response to infectious disease outbreaks through a skilled and competent health security workforce.
The MELL will be a key member of the technical leadership team, ensuring the project’s ongoing monitoring, evaluation, research, and learning interventions are implemented throughout the life cycle of this Activity. The MELL will provide technical oversight, quality assurance, and supervision to the project team’s MEL staff. The Lead will develop and maintain the MEL plan, manage systems to collect data, and lead analysis to produce information on inputs, outputs, outcomes and impact of the project. Responsibilities include:
- Provide leadership and oversight of MEL activities, including routine process monitoring, data collection, data analysis, data quality, timeliness, and reporting;
- Review Activity implementation on a regular basis and communicate the critical learning points with USAID and other relevant stakeholders;
- Collaborate with and strengthen capacity of sub-awardees, such as providing feedback on data collection and indicator use and analyzing reported data;
- Ensure MERL systems support the SSHS activity in line with USAID’s Collaboration, Learning, and Adapting (CLA) principles and that real-time monitoring and learning is integrated back into strategy and implementation;
- Lead the design and operation of the program’s Activity Monitoring, Evaluation, and Learning Plan (AMELP);
- Ensure standardization of MEL systems across the project indicators, data collection, and reporting;
- Oversee the collection of and reporting on program management, output, and outcome indicators;
- Help strengthen capacity of regional and local organizations to conduct their own MEL activities;
- Ensure the creation and dissemination of program learning, products, and results of collaboration that improve implementation approaches with the broader community through strategic communication;
- Performs other duties and responsibilities as required.
Required Qualifications:
- Higher education degree in evaluation research, statistics, data analytics, population studies, social sciences, economics, international development, or a related discipline required; master’s degree preferred;
- Minimum eight years of experience designing and implementing MEL strategies for USAID-funded programs of a similar size and scope; experience in Latin America preferred;
- Proven track record of developing and managing USAID-compliant MEL plans to measure systems strengthening interventions and experience with CLA and adaptive learning approaches;
- Experience working within the field of global health security and One Health is preferred;
- Demonstrated understanding of External Evaluation tools (JEE, VEE) State Party Self-Assessment Annual Reporting Tool (SPAR), and other international Monitoring and Evaluation tools pertaining to Global Health security is preferred;
- Technical expertise in program monitoring and evaluation using mixed methods, preferably with experience in developing monitoring plans and context monitoring plans and indicators;
- Experience providing MEL capacity strengthening support and training to partners, stakeholders and supervisees;
- Demonstrated leadership, versatility, and integrity;
- Excellent communication, presentation, and writing skills in both English and Spanish required.
