Green Governance Lead | Bishkek, Kyrgyzstan | 2024

Chemonics International, a leading international development organization based in Washington, D.C., seeks a Green Governance Lead for the five-year USAID-funded Kyrgyz Republic Green Solutions Activity (KGSA). The activity aims to build the capacity of the Kyrgyz Republic to adapt to and mitigate the effects of climate change in its economy in order to create and develop a “green economy,” or one that is low carbon, resource-efficient, and socially inclusive. The Activity will promote practices that contribute to a robust and resilient economy, reduce greenhouse gas (GHG) emissions in the private and public sectors, increase climate financing, and develop a policy framework to catalyze sustainable and green climate solutions.

General Provisions

The Green Governance Lead will be responsible for leading legislation drafting and identifying resourcing needs to create an enabling environment to develop a “green economy” in the Kyrgyz Republic. The Green Governance Lead will coordinate closely with project leadership and other team leads to develop consistent strategies to support the program’s goals and objectives. We are looking for an individual who has a passion for making a difference in the lives of people around the world.

Responsibilities Include:

  • Coordinate with the chief of party, deputy chief of party, climate integration specialist, and green finance lead to develop strategic and consistent legislative and policy reforms.
  • Build and maintain relationships with key government stakeholders to reform policies in key sectors.
  • Collaborate with local green governance champions, the parliament, and government ministries to co-create and co-develop new regulations to improve governance and institutional capacity for a green economy.
  • Support capacity building efforts for the government and national institutions of the Kyrgyz Republic to promote and incentivize the use of eco-friendly and climate-friendly solutions
  • Leads legislation drafting efforts, including identifying resourcing needs.
  • Identifies grant opportunities that support expected results of Objective 1 to improve the governance and institutional capacity for a green economy.
  • Works with the grants team to ensure effective and accountable grant administration.
  • Works with the Monitoring, Evaluation, and Learning (MEL) Manager to ensure interventions align with the MEL plan.
  • Regularly reviews and analyzes data and its collection methodology and adapts interventions accordingly.
  • Oversee work to update construction standards and job training through partner selection.
  • Perform other tasks as directed by the Chief of Party.

Qualifications:  

  • Academic degree in public administration, political science, law, or related field.
  • At least six years of experience in legislative policy reform with an emphasis on green governance reform, preferably for donor funded projects.
  • Previous USAID experience and strong knowledge of USAID rules and regulations preferred
  • Previous experience working on construction standards reform preferred.
  • Strong writing skills with previous legal writing and policy drafting experience
  • Previous experience working with stakeholders to develop and draft scopes of work and proposals
  • Demonstrated professional excellence and strong analytical skills.
  • Proven ability to work professionally, constructively, and collaboratively as part of a team, meet deadlines, and communicate effectively.
  • Proficiency in English and Russian is required, with excellent written and oral communication skills; Kyrgyz language preferred, but not required
