Chemonics seeks Senior Technical Consultants in global health to serve within a pool of experts in the Global Health Division. By engaging this pool of senior technical consultants, Chemonics seeks to expand and deepen its expertise in a number of global health priority areas to respond to forward market and divisional priorities. This Senior Technical Consultant position is responsible for growing a portfolio of global health projects to deliver effective, efficient development impact. The Senior Technical Consultant will participate in activities and tasks that increase the competitiveness of our global health proposals, improve the performance of our global health projects, and enhance our technical reputation in global health with our clients and within our industry. The Senior Technical Consultant may also facilitate technical knowledge sharing and learning among our global workforce, so that our projects and proposals benefit from our own and the industry’s innovative or evidence-based approaches. Aligned with client learning agendas, policies, frameworks, and strategies, the Senior Technical Consultant identifies and helps guide the execution of applied research to generate evidence-based approaches, ultimately influencing industry discourse and shaping programming to address global health challenges more effectively and efficiently. The Senior Technical Consultant may also participate global engagement in global health by facilitating relationships among Chemonics staff, including routine collaboration and coordination with industry experts, partners, and our primary client USAID.

Responsibilities include:

Business Development

  • Undertake leadership roles in proposal development, setting forth a vision and strategy for program design and contributing substantively to proposal drafts as needed
  • Participate in strategy sessions early in capture to advise teams on the competitive landscape, client preferences, potential partners and personnel, and innovative or evidence-based approaches
  • Review solicitations and draft proposals, providing teams with technical input and guidance customized to the opportunity, including inputs on prospective partners and candidates
  • Lead or contribute to scoping trips aligned with the forward market
  • Cultivate and maintain relationships with clients, consultants, and counterparts to advance successful new business opportunities
  • Track, analyze, and share development trends and client priorities within the global health sector
  • Conceptualize and lead development of demand-driven resources to address proposal gaps and weaknesses identified in partnership with new business teams, based on previous proposal decisions and the forward market

Technical Approaches

  • Foster supportive relationships with project technical leadership and provide demand-driven technical support to projects in global health. This may include serving as a thought partner to project leadership to help solve specific technical implementation challenges, facilitating access to specialized technical and cross-cutting expertise, or building skills of our global workforce in emerging global health approaches and practices.
  • Conceptualize and lead development and delivery of demand-driven training courses, learning resources, knowledge sharing events, and ad-hoc technical discussions to engage the global workforce, leveraging technical working groups and community of practice members as leaders and contributors, as appropriate
  • Research cutting-edge tools, frameworks, or approaches available within the industry for potential project piloting and adoption
  • Leverage networks to help identify and cultivate expertise in varying sub-specialties within global health and priority contexts as needed
  • Capture project innovation and learning to repurpose for proposal, other project, and external use

Industry Outreach and Client Engagement

  • Foster collaborative working relationships with client technical staff with a particular emphasis on USAID, strategic partners, and stakeholders, and continually promote outstanding client service and technical leadership
  • Contribute to industry outreach on topics aligned with client interests and share Chemonics global health technical knowledge products, evidence, and learning
  • Identify opportunities and support efforts to highlight the work of our global health practitioners in international fora
  • Represent Chemonics at external events and industry meetings as needed
  • Contribute to efforts to position Chemonics externally for forward market opportunities in global health
  • Contribute to feedback or input on client’s draft policies, strategies, frameworks or technical documents, on request

Qualifications:

  • Minimum 10 years of technically relevant work required, including at least 5 in the field of international development, in at least one of the following technical areas:
    • Health systems strengthening (financing, governance, information systems, human resources for health, supply chain)
    • Global health security and infectious disease (HIV, malaria, TB)
    • Integrated primary health care (family planning/reproductive health, maternal and child health
    • Monitoring, evaluation, research, and learning (including CLA and complexity-aware monitoring)
  • Bachelor’s degree required. Advanced degree in public health, public policy, health administration, medicine, or social sciences preferred, or equivalent combination of education and work experience in relevant technical competency area
  • Industry-recognized expert in global health possessing existing networks with USAID and at the country level
  • Demonstrated commitment to local capacity strengthening, strong collaborative partnerships, gender equity and social inclusion principles, and multi-sectoral approaches to sustainable development
  • Demonstrated experience supporting business development efforts for USAID or other donors
  • Demonstrated knowledge of trends and directions in global health, donor initiatives and programs, most notably USAID initiatives and programs, and a breadth of industry organizations (large and small businesses)
  • Demonstrated ability to communicate clearly and concisely both orally and in writing. This includes public presentations and contributions to publications.
  • Demonstrated ability to build and manage working relationships with clients, partners, and technical experts
  • Demonstrated ability to collaborate across sectors internally and externally with industry leaders and partners
  • Willingness to travel and work; experience working on global health programs in developing countries
  • Strong knowledge of MS Office applications
  • Ability to work both independently and as part of a team
  • Demonstrated leadership, versatility, and integrity
  • Foreign language (French, Spanish, Portuguese, Russian, Arabic) proficiency preferred
