Director of Monitoring, Evaluation, and Learning | Antananarivo, Madagascar | 2024

Chemonics seeks a Director of Monitoring, Evaluation, and Learning (MEL) for the live five-year $40M USAID-funded Public Health Supply Chain Activity in Madagascar.

The purpose of this activity is to strengthen Madagascar’s technical capacity and efforts to achieve an integrated public health supply chain, increasing the availability of quality health commodities for the population in accordance with national policies, standards, and procedures. The activity will support both the public and private sectors, local associations, and NGOs through grants, and it will explore underused actors to optimize the last mile distribution network with local solutions in transportation and logistics. This initiative will complement other partner-funded initiatives at the country level focused on last mile distribution.

We are looking for experienced individuals who have a passion for making a difference in the lives of people around the world through Monitoring, Evaluation, and Learning.

Director of Monitoring, Evaluation, and Learning Responsibilities:

  • Lead the monitoring, evaluation, and learning components of the activity.
  • Develop monitoring, evaluation, and reporting (MER) systems that include appropriate indicators, baseline data, targets, and a plan to evaluate performance.
  • Develop a research agenda for the activity and ensure methodological rigor of research undertaken.
  • Oversee the development and submission of timely, accurate, and complete reporting.
  • Ensure data quality assurance and integrity in all MEL activities.
  • Use data-driven insights to inform decision-making, adapt program strategy, and improve overall program performance.
  • Collaborate with the project team and stakeholders to ensure the integration of MEL activities into the overall project implementation.
  • Provide capacity building and technical support to local partners and staff on MEL activities.

Qualifications:

  • A Master’s degree or higher in statistics, evaluation, public health, international development, social sciences, or a related field.
  • At least 8 years of progressively responsible experience working in MEL on public health programs in sub-Saharan Africa or other resource-limited settings.
  • Documented hands-on practical experience setting up and managing MEL systems for health programs in developing countries, including data quality assurance.
  • Demonstrated expertise in rigorous quantitative and qualitative research; familiarity with market data and measurement of total market approaches preferred.
  • Proven ability to produce professional quality English-language documents such as progress reports, case studies, and research protocols.
  • Full professional proficiency in English and French required.
