MEL ESG Advisor | Part-time | Remote | 2024

Chemonics seeks a MEL ESG Advisor for the ongoing FCDO and Norad funded MOBILIST programme. Mobilizing Institutional Capital Through Listed Product Structures’ (MOBILIST) is a programme targeting listed markets for their potential to mobilize large scale investment flows. Its overarching strategic objective is to help catalyst new vehicles for financial intermediation (through a public market approach) that begin to accelerate investment flows needed to bridge the financing gap. The programme seeks to partner with the financial services industry in developing listed products that can intermediate this capital, and in a form that responds to the prudential regulations and investment models that today define the scope of opportunity for institutional capital.

As the programme continues its implementation phase, Chemonics requires the services of a MEL ESG Advisor to support the effective implementation of its MEL ESG governance structures and related workstream activities. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Engage in preparatory reading of MOBILIST’s programme documentation
  • Collaborate with the project’s workstreams to review and recommend supplementary activities to strengthen the impact of programme outputs.
  • Review and suggest improvements to MEL reporting and recommendations, particularly regarding the investment activity, including considerations regarding governance, reporting and structure for MOBILIST investee portfolio from a fund manager perspective.
  • Review investee and portfolio risk management reports, with respect to relevance to MOBILIST investments, development finance and the wider public markets
  • Consistently following FCDO regulations and Chemonics policies and quality management best practices


  • Bachelor’s degree in finance, banking, economics, social sciences, international development, or related field required.
  • Minimum seven years’ experience in investment banking, asset management or advisory, including experience in product development, business development, and/or other technical knowledge management strategies for a donor-funded project.
  • Demonstrable experience delivering capacity building on MEL and ESG or impact reporting
  • Strong written and verbal communication abilities required.
  • Good understanding of development finance and relevant terminology strongly preferred.
  • Experience designing, developing, and testing impact measurement tools, approaches, frameworks, and/or systems for the investment sector
  • Demonstrated leadership skills, versatility, and integrity
  • Fluency in English required
