Chief of Party | Kyiv, Ukraine | 2024

Chemonics seeks a Chief of Party (COP) for the anticipated USAID Ukraine Public Financial Management Activity. The USAID Public Financial Management activity will support revenue and expenditure side of financial management systems and practices to strengthen revenue generation (customs and tax policy and administration), public investment management, accounting, and audit functions in alignment with international standards in Ukraine. It will also support financial transparency initiatives for civic oversight of spending and private sector engagement in tax/customs reforms. The program will include a budget of up to $49.99 million.

The COP will supervise all activities related to this program and have overall responsibility for the successful performance of the technical assistance team. The COP shall provide strategic leadership and bear primary responsibility for all administrative requirements of the contract, ensuring that the quarterly key performance indicators, objectives, and deliverables for the project are met. They will be responsible for ensuring the project follows USAID regulations, the contract, and Chemonics policies. The COP will be the official representative of the contractor and be primarily responsible for liaising with high-level USAID and government officials, and forging alliances with a myriad of businesses, organizations and stakeholders and managing multiple offices.

Location:

The USAID Ukraine Public Financial Management Activity COP will be based in Kyiv, Ukraine.

Responsibilities Include:

  • Provide overall direction, leadership, and management of the project to ensure seamless program implementation and ensure project technical assistance is high quality, technically sound, and appropriate.
  • Supervise technical and administrative project staff, consultants, and partner organizations to achieve expected results.
  • Identify adjustments in scope and operations to ensure that the project adapts to changes in need and context.
  • Communicate and manage relationships with USAID Mission POCs in the field as well as personnel on USAID projects in the field and other donors and partners.
  • Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to match USAID, U.S, government, local laws and regulations requirements.
  • Oversee strategic work planning, performance management, strategic communications, contractual and budgetary aspects of program management, timely preparation of the annual implementation plan, central reporting, and financial issues.
  • Serve as the primary point of contact for the client, manage productive working relations with relevant government counterparts and entities, and maintain effective coordination with other donor and international organizations’ activities and programs in the public financial management sector.

Qualifications:

  • University degree (bachelor or higher) in business administration, economics, international development, or a related field.
  • At least 10 years of relevant professional experience in managing a donor funded activity overseas in the area of public financial management, economic growth, and democracy and governance; USAID experience preferred.
  • Demonstrated supervisory work experience including supervision of technical teams and subcontractors to effectively respond to complex assignments.
  • Proven ability to form collaborative relationships with intergovernmental, government representatives, and other stakeholders.
  • Strong interpersonal, analytical, and problem-solving skills, and exceptional oral and written communication skills.
  • Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships and complex regional dynamics.
  • Prior work experience in the Europe and Eurasia region preferred.
  • Prior experience working in a country at war preferred.
  • Fluency in English required.
