Chemonics seeks a Chief of Party (COP) for the anticipated USAID-funded Prevent, Detect, Respond – Primary Health Care (PDR-PHC) Activity in Jordan. The aim of this activity is to strengthen biosecurity and safety, address antimicrobial resistance (AMR), and strengthen the prevention and response to emerging threats through building One Health capacities that incorporate linkages between human, animal, and environmental health. The chief of party will be responsible for the overall management and implementation of the activity and ensure that the activity meets USAID objectives and reporting requirements. This position will be based in Jordan. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Provide leadership, oversight, management, and overall coordination of technical activities and trainings, in coordination with the senior management team
- Serve as Chemonics’ principal liaison and coordinator with USAID/Jordan, Jordanian government institutions, senior-level government officials, implementing partners, and other key stakeholders including partners, public and private sector organizations, service providers, and beneficiaries
- Support the development and implementation of management systems that will support project planning, reporting, and performance management
- Develop and maintain relationships with the Government of Jordan, partners, private providers, and other key stakeholders in the private and public health sectors at the community, country, and international level
- Manage and supervise the work of subcontractors and grantees, with a focus on core results, achievement of work plan and targets, timely implementation, and sound program HR and financial management
- Supervise technical and administrative staff, ensuring effective management of project activities and operations, as well as sound HR and financial management
- Support capacity strengthening and the transfer of skills and knowledge to Jordanian institutions and communities, ensuring high-quality implementation and sustainable impact
- Oversee quality and timeliness of workplan implementation and completion of activities within budget and oversee risk assurance for program activities; and
- Coordinate with the Chemonics corporate office and USAID counterparts to ensure compliance with Chemonics, host country, and USAID regulations
- Continuously assess and evaluate activity outcomes, incorporating learning into implementation and making course corrections as necessary
- Serve as thought leader, representing the activity including through presentations, conferences, academic settings to enhance the visibility of the project and client; oversee and review technical writing products and deliverables, including on-going quality assurance and quality improvement
Qualifications:
- Advanced degree in public health, medicine, health policy, international development or another relevant field
- Minimum of 10 years senior-level experience in managing high-value donor-funded health programs; experience in Jordan preferred
- Five years of experience working as chief of party, deputy chief of party, country director, or senior leadership position, with USAID experience preferred
- Minimum of 10 years of professional experience in an international development setting, ideally in project implementation sponsored by USAID or other international donors
- Knowledge of Jordan health systems, private sector, and governance structures
- Excellent diplomacy skills and a proven ability to establish and maintain professional relationships with external stakeholders
- Strong skills in data use and interpretation
- Familiarity of USAID rules and regulations, compliance, reporting requirements, and grant management
- Fluent English oral and written communication skills; fluent Arabic oral and written communication skills
- Demonstrated leadership, versatility, and integrity
