Chemonics seeks interested and qualified individuals for a Chief of Party (COP) for the anticipated USAID-funded Enhance Digital Health Activity in Ethiopia. The goal of this project is to build a sustainable, resilient, and interoperable health information ecosystem that ensures the entire health sector has the data, tools, and skills necessary to improve the health and well-being of all Ethiopians. The follow-on activity will build on USAID’s current work in Ethiopia to deploy and scale digital tools, enhance data-driven decision-making, and strengthen capacity of Ethiopian partners to utilize digital health systems. The COP will be responsible for the overall management and implementation of the project. The COP will supervise project implementation and ensure that the project meets stated goals and reporting requirements. This position will be based in Ethiopia. Responsibilities include:
- Provide leadership, oversight, management, and overall coordination of technical activities and trainings, in coordination with the senior management team;
- Support the development and implementation of key management systems that will support project planning, reporting, and performance management;
- Oversee and review all technical writing products and deliverables, including on-going quality assurance and quality improvement;
- Identify challenges, obstacles, and difficulties affecting program implementation, develop and implement strategies to effectively mitigate and resolve;
- Develop and maintain relationships with the Government of Ethiopia, partners, private providers, and other key stakeholders in the private and public health sectors at the community, country, and international level;
- Communicate regularly with Chemonics headquarters staff;
- Lead the management of all sub-contractors and/or sub-grantees;
- Ensure quality and timeliness of workplan implementation and completion of activities within budget and oversee risk assurance for program activities; and
- Exercise fiscal responsibility for in-country budget and expenditures.
Qualifications:
- Advanced degree in public health, digital health, international health, business management/administration, or in a related field;
- Minimum of 15 years senior-level experience in managing health programs, with experience in Ethiopia preferred;
- Five years of experience working as chief of party, deputy chief of party, country director, or senior leadership position, with USAID experience preferred;
- Minimum of 10 years of professional experience in an international development setting, ideally in project implementation sponsored by USAID or other international donors;
- Knowledge of Ethiopian health systems, private sector, and governance structures;
- Excellent diplomacy skills and a proven ability to establish and maintain professional relationships with external stakeholders;
- Strong skills in data use and interpretation;
- Familiarity of USAID rules and regulations, compliance, reporting requirements, and grant management; knowledge of Chemonics’ procedures preferred;
- Fluent English oral and written communication skills; and
- Demonstrated leadership, versatility, and integrity.
