Chemonics seeks a Technical Director for the eight-year, $50M USAID-funded Bangladesh Supply Chain Strengthening (SCS) Activity, an anticipated Task Order under the USAID NextGen Global Health Supply Chain Suite of Programs Comprehensive Technical Assistance IDIQ

The purpose of this Activity is to improve supply chain systems for commodity security, logistics, and regulation at all levels of the public health system, from national to subnational, to ensure that quality, affordable medicines, and other health commodities are consistently available to healthcare providers and patients when and where they are needed and used appropriately for improved health outcomes, in support of moving toward Universal Health Coverage. Under this Activity, the Directorate General of Health Services (DGHS) and Directorate General of Family Planning (DGFP) under the Bangladesh Ministry of Health and Family Welfare (MOHFW) will be the main counterparts.

The Activity will provide systems strengthening technical assistance under the following objectives:

  1. Strengthen MOHFW’s supply chain management and oversight at the national and local levels.
  2. Strengthen national and local supply chain systems.
  3. Institutionalize data collection, analysis, and use for evidence-based decision-making.
  4. Strengthen supply chain systems to be resilient and prepared to respond to shocks and stressors.

The technical director will support the chief of party (COP) in technical direction, management, and oversight of the activities and results and provide technical advisory support to all elements of the program implementation. The Technical Director will be based in Dhaka, Bangladesh. This position is contingent upon Chemonics receiving the award and funding. Key Responsibilities:

  • Lead design and oversee delivery of technical assistance to strengthen supply chain and pharmaceutical management systems in support of each of the four anticipated project objectives
  • Supervise team of technical staff to ensure efficacy and quality of technical assistance provided
  • Ensure technical activities are evidence-based, contextually informed and reflect state-of-the-art knowledge and best practices
  • Foster collaborative relationships with local and national government counterparts
  • Lead the development and update of detailed annual work plans
  • Ensure accurate and timely reporting on supply chain activities to USAID and other stakeholders

Qualifications:

  • A Master’s degree or higher in supply chain, public health, international development or a related field
  • Minimum 8 years of experience supporting public, private, and/or commercial health supply chain activities; previous USAID or donor experience preferred
  • Proven experience in designing, implementing, and managing supply chain technical assistance activities in Bangladesh
  • Strong technical expertise in core supply chain management and pharmaceutical management technical areas (e.g., FASP, inventory management, supply chain information systems, pharmaceutical services, regulatory systems strengthening)
  • Strong technical expertise in governance, strategic planning and private sector engagement
  • Demonstrated experience leading a diverse team in similar programs in the region.
  • Proven ability and desire to work collaboratively with the MOHFW, grantees, and local partners to achieve program targets
  • Excellent problem-solving skills and ability to address supply chain challenges.
  • Strong interpersonal and communication skills, with the ability to build and maintain relationships with diverse stakeholders
  • Demonstrated leadership, versatility, and integrity
