Monitoring and Evaluation Manager, Francophone Task Order, Global Health Laura Harrington

Laura Harrington is the current M&E Manager on GHSC-TA Francophone Task Order, member of Chemonics’ Education Technical Working Group and former MEL Director of Chemonics’ ACCERE!1 activity in the DRC. She has over 15 years of experience managing a wide range of projects from agribusiness, trade, public health, and microfinance before finding her passion in education and literacy 8 years ago. Laura coordinated ACCELERE!1’s 2018 teaching and learning materials (TLM) development, procurement, and delivery. As MEL Director, she facilitated information sharing for TLM procurement and delivery and developed tools to facilitate planning of TLM distribution as well as oversaw project research and monitoring. She has conducted large- and small-scale training for early-grade reading assessments, overseen data collection and quality assurance, and led the development of the school-based assessment monitoring system for Zambia’s Read to Succeed Project. She has led the development of an internal TLM supply chain toolkit for Chemonics’ education business development and projects as well as reviewed the distribution module of the Global Book Alliance’s Book Supply Chain training materials. In 2022, Laura lead the Francophone Task Order’s research on the technical independence indicator that measures technical capacity transfer to supply chain institutions in the countries in which we work. She has previously worked in Belgium, Democratic Republic of Congo, Guinea, Kosovo, Mali, Rwanda, Senegal, and Zambia. Laura is a fluent French speaker. She earned a BA in International Affairs and French from the University of Colorado, Boulder, and an MPA from the Middlebury (Monterey) Institute of International Studies in Monterey, California.
