Chief of Party James Racicot

James Racicot is a water, sanitation, and hygiene (WASH) engineer with more than 25 years of experience managing capacity building efforts for water utilities in Canada and over a dozen developing countries in Asia, the Middle East, and Africa — including two assignments in Nigeria. He is an expert in WASH, environmental assessments, and climate change adaptation and governance. James has held senior-level roles leading WASH and integrated water resource management projects for a range of international donors, including the Millennium Challenge Corporation, Global Affairs Canada, World Bank, Asian Development Bank, Swiss Agency for Development and Cooperation, the Agence Française de Développement, Danish International Development Agency, and African Development Bank. In 2015, he led operations-and-management improvement initiatives that engaged private sector entities with common organizational challenges across Rwanda, Burundi, the DRC, and Nigeria. James also supported Ghana’s Water Resources Commission policies aimed at strengthening the national water sector.

Prior to joining the Chemonics Lagos Urban WASH team as chief of party, James worked as a senior infrastructure specialist for Global Affairs in Canada where he was a specialist resource for water and sanitation expertise, construction project management, Quality Infrastructure Investment, and environmental integration in the context of Canada’s Feminist International Assistance Policy. He holds a degree in engineering from the University of Manitoba, Canada.
