Short-Term Consultant for Senior International Quality Certification Expert | Ramallah, Palestine | 2024

Chemonics’ $87 million West Bank/Gaza Building Regional Economic Bridges (BREB) Activity is a five-year economic growth program with ambitious aspirations to grow and strengthen the Palestinian economy through increasing trade, enhancing employment opportunities, and driving private sector investment. BREB efforts to date have placed considerable emphasis on assisting Palestinian firms in obtaining Israeli, ISO, and other international certifications. The premise has been that these certifications are necessary for most firms to compete internationally, including the Israeli market.

Chemonics seeks a short-term Senior International Quality Certification Expert to provide a comprehensive assessment of BREB’s quality standards certification programs, identify strengths and areas for improvement, and capture valuable insights for future enhancements. This assignment will take place in Ramallah, West Bank. The estimated performance period is expected to be 30 days within the September 30 to November 30 window.

Responsibilities include:  

  • Certifications Programs Assessment:
    • Assess the level of certification programs by West Bank enterprises.
    • Evaluate the alignment of ISO and other regional and international certification programs with organizational goals and objectives of firms supported by BREB.
    • Review compliance with relevant ISO and other quality standards (e.g., ISO 9001, ISO 14001, ISO 45001).
    • Analyze the efficiency of processes and procedures linked to ISO and other quality standards.
    • Assess the effectiveness of certification-related training and awareness programs.
  • Data Collection and Analysis:
    • Gather data through surveys, interviews, and document reviews.
    • Conduct internal audits and performance evaluations.
    • Analyze data to identify trends, issues, and areas of improvement.
  • Lessons Learned:
    • Document challenges encountered during ISO program implementation and management.
    • Capture successful strategies and practices that contributed to ISO program effectiveness.
    • Develop case studies or reports on specific instances of successful or problematic ISO implementations.

Qualifications:

  • Advanced degree in industrial engineering, operations management, business administration, or related field. Relevant certifications are a plus.
  • Minimum 10 -years of experience in international quality certification standards and programs.
  • Proven experience in conducting assessment studies in quality certification standards and programs.
  • Extensive knowledge in the implementation of the different international certification programs and standards. Knowledge in the implementation of the Israeli certification programs is a plus.
  • Proven experience of leading research and data collection studies, including the management of field researchers.
  • Proven experience of working with companies and sectors in the West Bank and/or regional countries, mainly in the manufacturing sector.
  • Ability and willingness to travel to the West Bank.
  • Excellent report-writing and presentation skills.
  • Fluency in English language. Knowledge of Arabic language is a plus.
