The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.

PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national  recovery  and  revitalisation in the context of Russia’s aggression.

PFRU is seeking to hire a Political Economy Analyst as part of the Research, Monitoring, Evaluation, and Learning (RMEL) component to lead on a high-level synthesis of the policy work undertaken by PFRU components and assessment of the effect of different approaches on creating entry points and shaping demand for input and action at the central government level.

Duties and Responsibilities:

The research aims to document lessons learned from PFRU’s approach and efforts in balancing work at the local, regional and national levels, along with progress and potential successes. The research also aims to generate recommendations for future similar efforts on Thinking and Working Politically (TWP), specifically on the creation of new entry points in the Ukrainian context, while maintaining the gains of past decentralisation reforms.

  • Devise a research implementation plan and coordinate with PFRU components and any external service providers for data collection, if needed.
  • Conduct a comprehensive review of programme reports, policy documents, meeting minutes, RMEL reports and other relevant materials to assess the strategies, approaches, and adaptations made by the programme.
  • Identify and document case studies to examine specific instances where the programme successfully adapted to challenges or failed to do so, including exploration of factors contributing to success or failure and lessons learned.
  • Develop and administer a select semi-structured interviews and focus group discussions with key informants, stakeholders and representatives from community, civil society, local, regional, and national stakeholders identified by the programme.
  • Draft the findings report, including a set of recommendations for Thinking and Working Politically.
  • Prepare a presentation slide deck and present the findings to PFRU and its stakeholders.
  • Perform other related tasks as requested by the Stabilisation Advisor

Qualifications:

  • University degree in a relevant field.
  • At least 5 years of demonstrated experience in political economy analysis and research.
  • Strong knowledge of the Ukrainian political context.
  • Strong analytical and problem-solving skills.
  • Strong communication and presentation skills.
  • Fluency in English, written and spoken. Knowledge of Ukrainian is strongly preferred.

Duration of Appointment: 2 months (up to 20 days a month)
