​Pay-for-Results Technical Trainer​ | United States | 2024

Chemonics seeks a Technical Trainer for the Innovative Finance Services Task Order which is a DC-based activity managed by the Professional Development and Training Division within USAID. The task order is focused on creating a foundational understanding amongst USAID’s Acquisition and Assistance workforce, and anyone involved in the procurement process, of pay-for-results approaches to the design, development, and financing of USAID awards. To do this, the task order will provide training services to better equip the USAID Acquisition and Assistance workforce with skills, knowledge, and tools to design, develop, and implement pay-for-result mechanisms and methodologies including fixed amount awards, select acquisition mechanisms, advance market commitments, prizes, and development impact bonds. In order to meet this objective, the project has created a variety of in-person and virtual training courses that have been offered to USAID staff around the world. Courses include multi-day, full-day, and partial-day formats. To deliver these courses virtually, and in-person, the Innovative Finance Services project seeks to engage technical trainers to deliver Pay-for-Results training expertise as training facilitators and to assist in updating course materials as needed. 

 Responsibilities: 

  • Deliver Training: Facilitate in-person and virtual training courses on pay-for-results mechanisms and methodologies for USAID staff, ensuring clear communication and understanding of course materials. 
  • Knowledge Sharing: Provide reliable, technical expertise on pay-for-results topics, drawing from extensive USAID experience in designing and implementing such programs. 
  • Facilitation: Actively engage participants, guiding them through course objectives, materials, and activities to ensure effective learning outcomes. 
  • Course Preparation: Assist in updating and refining course materials to ensure they are current, accurate, and aligned with USAID policies and best practices. 
  • Participant Support: Address and answer participants’ questions, offering insights based on direct knowledge and experiences with USAID pay-for-results programs. 
  • Adaptability: Adjust delivery methods and materials as needed based on the training format (multi-day, full-day, partial-day) and participant needs. 
  • Performance Flexibility: Be prepared for varying levels of effort and different locations, including the ARTC in Thailand, the regional training center in South Africa, other USAID missions, or remote locations. 
  • Preferred Experience: Have a background as a Contracting Officer (CO), Agreement Officer (AO), or Regional Legal Officer (RLO) with experience in facilitating training for USAID audiences on contracting mechanisms and pay-for-results topics 

Qualifications: 

  • 10 years of experience with USAID rules and regulations related to acquisition, assistance, and pay for results approaches. 
  • Bachelor’s degree in learning and development, business, psychology, education, training, linguistics, or other relevant field required. Master’s degree preferred. 
  • USAID CO/AO or RLO experience highly preferred. 
  • Previous experience working with USAID/PDT and/or training USAID employees required with a proven track of record providing the services outlined in Scope of Work. 
  • Deep understanding of, and experience with, in-person and virtual training platforms and approaches, including Google Meet, Microsoft Teams, and Zoom. 
  • Proposed personnel’s ability to travel to USAID missions to deliver in-person training required for in-person training services. 
  • Certifications in coaching, talent development, learning and performance, performance improvement or other relevant topic preferred. 
  • Willingness to travel to USAID/Missions to deliver in-person training preferred.
