Operations and Finance Director | Phnom Penh, Cambodia | 2024

Chemonics seeks an Operations and Finance Director for the anticipated USAID/Cambodia “Employ” Initiative. This $10-25M workforce development activity aims seeks to better equip Cambodians with job skills that are tailored to sectors that will drive inclusive and sustainable growth and economic diversification over the coming decade. By working directly with and through local partners such as NGOs, private businesses, universities, and vocational training institutions, USAID Employ will ready Cambodia’s emerging workforce with the skills and knowledge that are needed for them to be able to compete for and thrive in the jobs of tomorrow.

The Operations and Finance Director provides operational and financial management support to the Chief of Party to ensure smooth and effective activity implementation. They are responsible for overall compliance in finance, operations, procurement, and grants components for the activity. This activity will be based in Phnom Penh, Cambodia, and target provinces throughout the country.

Responsibilities:

Under the guidance of the Chief of Party, the Operations and Finance Director will be responsible for the following duties:

  • Ensure proper administration of the program through the supervision of the activity’s finance, grants, procurement and administrations staff.
  • Track and report quarterly and annually on project financial management and performance.
  • Support Chief of Party to develop, implement and maintain key management systems that will support project planning, reporting, and performance management; financial management; property and technical procurement systems; grants management; and personnel management.
  • Ensure compliance with U.S. government regulations, Chemonics’ corporate policies, the laws of the Government of Cambodia.
  • Oversee the management of local contracts and sub-agreements for compliance and performance; including coordinating with technical staff to finalize scope and managing performance of contractor or sub-awardee against deliverables and milestones.
  • Liaise with home office project management unit to coordinate deliverable review process, provide requested financial, or planning information, and coordinate international short-term technical assistance.
  • Provide support to the development of project communications including reporting, success stories, and social media.

Qualifications:

  • Bachelor’s degree in accounting or business administration, Master’s degree preferred
  • At least eight years of progressively responsible experience in administrative and financial management of large-scale, complex, international development assistance programs
  • Extensive experience in development and managing a donor-funded grants program
  • Demonstrated ability to establish and develop working relationships and a high level of trust with public/private organizations as well as prepare regular and ad hoc reports, activity documentation and briefing papers
  • Demonstrated versatility, leadership, and integrity
  • Excellent computer skills (MS Word, Excel, Power Point, and Outlook) are required to effectively implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements
  • Excellent verbal and written communication skills in English and Khmer
