Chemonics seeks an Implementation manager for their USAID Iraq Together/Ma’an Activity project. The purpose of the USAID Iraq Together/Ma’an Activity (hereinafter “Ma’an”) is to support selected Iraqi government entities at the national, regional, provincial, and district level to improve service delivery performance through use of technology and process standardization while increasing the availability of and access to information, particularly related to public services. Ma’an also fosters improved and inclusive relationships and engagement between the Government and the communities they serve. Ma’an’s goal is more equitable, efficient, and sustainable public services.

Position Overview:

The Implementation Manager reports to the Deputy Chief of Party and is responsible for overseeing and coordinating the implementation of programmatic activities, grants, and procurement efforts. This role involves supporting the development of new opportunities and annual implementation plans, ensuring compliance with relevant policies and regulations, and managing technical and financial aspects of the program. The Implementation Manager will work closely with provincial teams, senior management, and external partners to ensure effective and compliant execution of program interventions. This position is integral to achieving program goals and fostering professional development within the team. Responsibilities include, but are not limited to:

  • Assists with the development of new opportunities and annual implementation plans.
  • Supports with the implementation of the acceleration plan and keeps track of all its related interventions.
  • Oversees the implementation of all technical grants, subcontracts, and procurement efforts.
  • ·Provides a final compliance review and serves as a resource during the development of activity designs, implementation plans, and budgets to ensure compliance with USAID and Chemonics policies and procedures, activity manuals, and USG regulations.
  • · Develops and/or reviews interventions SOWs and actions composed by the technical teams.
  • · Responsible for the compliant implementation of all grant/subcontractors and technical assistance activities, including all procurement (from PAR to deed of donation) and grants (from conception to closeout). This will include monitoring grantee worthiness; assuring expedient, fair,
  • and transparent procurement processes; reviewing financial management practices; and monitoring grant and technical activity implementation.
  • Reviews all technical activity payment packages before submission to the finance team, providing approval for all milestone payments, purchase orders, subcontracts (and their deliverables), etc.
  • In coordination with the provincial teams, Deputy Chief of Party and the Operations Director, submits monthly technical activity projections to the PMU as requested and monitors disbursement rates.
  • Leads the weekly Implementation Meeting that involves all staff engaged in implementation of interventions. Updates the Implementation Tracker weekly and keeps a record of all meetings.
  • Reviews weekly, quarterly, annual and ad hoc reports.
  • Collaborates with the Chief of Party, Deputy Chief of Party, and Operations Director to ensure the timely payment of all technical activities.
  • Mentors and coaches team members, fostering their professional development.
  • Conducts training as needed on the activity cycle and compliance related tasks to the Localization Fund team as well as the technical team.
  • Coordinates closely with the Operations Director to ensure that both teams are collaborating positively and achieving the planned monthly targets.
  • Serves as an advisor to the senior management team, providing expertise on grant-making, procurement strategies, and in other areas as requested.
  • Regularly liaises with relevant Chemonics support divisions and the PMU on grant and procurement initiatives.
  • Performs other duties as assigned.

Required Qualifications: 

  • Bachelor’s or Master’s in a relevant field.
  • A minimum of five years of relevant work experience, ideally with field experience supporting the development and implementation of grants and technical assistance activities.
  • A minimum of two years of supervisory experience.
  • Demonstrated experience training, mentoring, and professionally developing host-country team members.
  • Demonstrated ability to work under pressure and very tight deadlines.
  • Thorough understanding of the rules, regulations, and processes for the issuance of grants under contract, particularly in-kind grants and fixed amount awards.
  • Thorough understanding of the rules, regulations, and processes for programmatic procurement
  • Proactive, solutions-oriented workstyle and demonstrated experience identifying creative solutions and thinking “out-of-the-box” to address implementation challenges.
  • Demonstrated leadership, versatility, and integrity.
