Human Resources Officer | Baghdad, Iraq | 2024

Chemonics International, a US-based international development consulting firm, seeks a Human Resources Officer for the USAID Iraq Together project. Iraq Together aims to provide more equitable, efficient, and sustainable public services in Iraq, as well as improving government responsiveness to citizens’ needs and demands. Objectives of this project include working with the Government of Iraq (GOI) to improve service delivery and strengthen democratic and participatory governance.

Position Overview:

The Human Resources Officer reports to the Operations Manager and is responsible for overseeing and executing all functions of the HR department. The Human Resources Officer will manage all documentation related to recruitment, hiring, onboarding and offboarding, payroll, timesheets, and conduct other administrative duties as assigned. The Human Resources Officer will ensure that all processes are transparent, follow Chemonics’ policies and procedures, and comply with Iraqi legal requirements. This position is open to Iraqi nationals residing in Iraq.

 

Responsibilities include, but are not limited to:

  • Ensure adherence to local labor law, the project policy manual and USAID rules and regulations; conduct regular audits and stay updated on local labor laws and human resources best practices
  • Assist the Senior Management Team with the management of staff performance, care, and professional development
  • Develop and maintain confidential personnel files for all local staff in compliance with the applicable local laws and the project’s policy manual
  • Maintain the project’s personnel tracker to ensure it is up to date
  • Under the supervision of the Operations Manager, oversee the full recruitment process, including identifying recruitment needs, preparing recruitment documents, releasing job advertisements, reviewing applications, scheduling interviews, and collecting required verification documentation from candidates
  • Oversee the full hiring process, including contract preparation and execution, onboarding, contract modifications as necessary, and offboarding staff at end of service
  • Support the Senior Management Team in training staff as needed and ensure staff are briefed on the project’s policy manual as part of their onboarding process
  • Work closely with the Operations Manager on HR related communication to all staff
  • Facilitate the timely submission of employee timesheets and ensure the required supporting documentation is attached and maintained in the project’s human resources files
  • Track employee leave balances in the project’s leave tracker and communicate leave balances to staff and senior management as required
  • Assists staff to access and account for personal training funds
  • Other duties as assigned by the Operations Manager

Minimum Qualifications:

  • Bachelor’s degree in relevant field required
  • Experience working for USAID or other donor funded projects strongly preferred
  • Proficiency in written and oral Arabic and English is required; written and oral fluency in Kurdish, and other local languages is a plus, but not required
