Education Management Advisor | Syria | 2024

The Supporting Education in Syria (Injaz III) project, implemented by Chemonics International Inc., seeks an education management advisor. Funded by the U.S. Department of State, Injaz III improves access to and the quality of education in northeast Syria by working with civil councils, education committees, and community-based organizations to provide remedial education and Self-Learning Program, wellbeing support for children and their caregivers, vocational and secondary skills training, as well as support for the formal education system through teacher training and school infrastructure support.

The education management advisor will assess the current education management structure in northeast Syria, assessing technical skills and qualifications, communication systems, and educational data collection, storage, and processing. The advisor should be able to communicate and write reports in Arabic and English; facilitate workshops and focus group discussions in Arabic or Kurdish; develop tools to collect information from staff; analyze the collected information; and propose actionable recommendations, taking into consideration the different dynamics in northeast Syria.

Responsibilities include:

  • Review and analysis of existing systems, including organizational charts, scopes of work, and policies
  • Conduct a needs assessment of education committees, including:
    1. Staffing operations and skills
    2. Student performance, registration, and tracking
    3. Reporting lines and structure
    4. Organizational development
  • Conduct an internal structured survey to identify available skills and resources, staff and management perceptions, and expectations

Expected Deliverables (in Arabic and English):

  • Education management structure and systems analysis report
  • Detailed report on needs assessment findings
  • Politically sensitive action plans considering the dynamics in northeast Syria

Qualifications:

  • Fluent Arabic and English writing and speaking; Kurdish is a plus
  • University degree in Management, Economics, Information Systems, Governance, or Education
  • Experience in the education sector for non-education degree applicants; experience in project management and governance for education degree applicants
  • Experience in training and workshop facilitation
  • Experience in leading research and data collection and processing
  • Experience in developing metrics, key personnel interviews, and performance monitoring tools
  • Demonstrated leadership, versatility, and integrity

Remote, willingness to travel to northeast Syria
