Deputy Chief of Party | Kyiv, Ukraine | 2025

Chemonics is seeking prospective Deputy Chief of Party candidates for the 5-year, USAID/Ukraine Flagship Mental Health Activity. This is not an open position, once a proposal is awarded and a position becomes available, all applicants must apply to be considered for the role. The position will be based in Kyiv, Ukraine or will require travel to Kyiv. This activity is valued at $50 million and aims to support the Government of Ukraine in accelerating development of a modern, evidence-informed, integrated mental health system at all levels. This system will foster enhanced accountability, efficiency, and transparency to effectively address the evolving mental health challenges faced by Ukrainians amidst Russia’s full-scale war against Ukraine, and during its recovery.

 

Responsibilities: 

  • Support Chief of Party in providing overall project leadership, management, and technical direction to ensure all activities and partners achieve the initiative’s targeted results.    
  • Identify challenges, obstacles, and difficulties affecting the operation and effectiveness of project implementation, develop strategies to solve these problems, and work with the chief of party and USAID as needed to install and implement these strategies
  • Ensure all project technical assistance is high quality, technically sound and appropriate. 
  • Supervise the technical team leads and empower all team members to achieve results.
  • Other tasks as required to achieve the activity’s objectives and expected results. 

Qualifications: 

  • An advanced degree in public health, behavioral health, mental health, psychology, social work, international development, or directly related field 
  • Minimum 5 years of experience working on donor-funded projects; experience with USAID preferred. 
  • Strong ability and desire to work collaboratively with the government of Ukraine, international donors, and local partners. 
  • Experience working in or supporting programs in Ukraine preferred.  
  • Excellent oral and written communication skill in English and Ukrainian.
