Chemonics seeks a Chief of Party for the anticipated based in Colombia. The project aims to enhance good governance, public financial management, and effective public service delivery in conflicted-affected municipalities. The chief of party will liaise with USAID on all matters related to project management and will spearhead the program’s technical strategy development and implementation. This position will be based in Bogota, Colombia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Provide leadership in program management, including operations, finance, and technical oversight, setting the overall strategic direction and framework under which the project will be implemented
- Serve as the primary point of contact with USAID/Colombia with regard to day-to-day contract implementation and management matters
- Oversee project activity development and implementation, performance management, and strategic communications and progress reporting while ensuring quality control, appropriateness, and responsiveness of all work provided under the contract
- Serve as primary in-country liaison with host government counterparts, the private sector, donor community and other stakeholders at the national, departmental, and municipal levels
- Supervise staff and partners, including subcontractors and grantees, while adhering to all USAID and Chemonics policies and procedures
- Coordinate with Chemonics home office staff as required to ensure compliance with Chemonics policies and USG regulations
Qualifications:
- Bachelor’s degree in a relevant field, such as political science law, public administration, economics, or administrative science. Master’s degree is preferred
- Minimum of 10 years of professional experience managing or leading donor funded projects or similar efforts in the governance sector
- Minimum of five years of supervisory experience, overseeing staff and teams; strong preference for experience in Colombia
- Demonstrated track record of managerial experience (operational and technical) implementing complex public programs and/or donor-funded projects with multiple activities
- Previous experience in developing effective collaborative working relationships with governmental entities, donors, partners, other contractors and international organizations at all levels. This experience entails: monitoring progress towards project objectives; evaluating sub-contractor and/or grantee activities through consultative meetings, site visits and reporting requirements; identifying, developing and working out solutions to keep activities on track; and providing overall guidance and direction focusing on achieving targets and objectives
- Experience with iterative, adaptive team management and projects; ability to creatively, collaboratively, and flexibly address issues while building and maintaining stakeholder relationships
- Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively
- Familiarity with USAID’s regulations; knowledge of Chemonics’ procedures preferred
- Demonstrated leadership, versatility, and integrity
- Fluency in English and Spanish
