Monitoring Evaluation Learning Manager | Nairobi, Kenya | 2024

Chemonics seeks a Monitoring Evaluations Learning (MEL) Manager for USAID’s ongoing Cross-Border Community Resilience (CBCR) Activity. The activity is designed to enhance resilience and thus reduce the need for humanitarian assistance among communities in the cross-border clusters of Karamoja, Moyale and Mandera. Focusing on communities that live across the borders of Ethiopia, Kenya, Uganda, South Sudan and Somalia, the activity aims to empower local entities, including communities, civil society, private sector, and governments, to chart their own pathways for addressing conflict, improving livelihoods and/or reducing the risks of shocks and stresses. The Cross-Border Community Resilience Activity will work to foster local ownership of development investments by supporting local leadership in work planning, implementation, and monitoring. The MEL Manager will be responsible for managing all data-driven MEL. This includes ensuring that overall program MEL activities meet quality standards of USAID Feed the Future and Resilience Challenge Fund and Resilience Challenge reporting guidelines, from establishing baselines and setting targets, this individual will lead monitoring progress and evaluating and sharing results. Efforts include defining baseline values for relevant indicators, developing necessary data collection and instructions for collecting baseline data, and reviewing data collection methodology for all indicators that will allow for effective reporting on Activity impact.

The position will work closely with the Communications Officer to ensure Activity progress is clearly communicated to USAID. This position will work closely with local development organization (LDO) M and E staff to ensure tracking and documentation of targets, reports are prepared and submitted in time following USAID reporting guidelines.

The individual will also work with staff of LDOs to increase their capacity in areas of MEL. This individual will also establish and ensure transparent and clear data management systems and the generation of data for reporting and informed decision making.

Responsibilities include:

  • Lead the development of Monitoring Evaluation and Learning across CBCR staff and implementing partners.
  • Coordinate and facilitate activities with local development organization M and E staff to monitor activities, data and reporting.
  • Develop training materials, including PowerPoint presentations and other learning materials related to CLA.
  • Provide detailed review of all sub-awards activities to flow down CBCR level indicators to each grantee’s MEL Plan.
  • Work closely with the Communications Officer on identifying success stories from project work.
  • Prepare periodic reports such as weekly reports, monthly and quarterly reports, and the annual and final report.
  • Monitor Activity activities to identify impact and success stories and ensure they are captured, developed, and distributed to USAID and effectively used in Activity communications products.
  • Contribute to the development annual work plans and review the relevance of the MEL Plan against these work plans.
  • Establish and maintain the MEL systems and processes. Ensure data is accurate on DIS and RMS platforms (USAID and Chemonics data management systems)
  • Periodically evaluate systems and processes effectiveness and adjust as necessary to provide the Activity with accurate and useful data.
  • Train staff to ensure that proper and standardized MEL of Activity activities is being achieved. Assist them in defining and obtaining baselines for relevant indicators; ensure data is input into the MEL system and that monthly reports are delivered on time.
  • Provide MEL data to the client and counterparts in a timely manner on a periodic basis.
  • Efficiently track, report, and update objectives activities, indicators, and results over the life of the implementation period. Conduct analysis of MEL activities, develop recommendations for and draft/review any amendments.
  • Conduct on-the-job training on the MEL, impact analysis skills and the development of MEL for each group of partners.
  • Performs other duties as assigned.

This position will report to the Chief of Party (COP)

Qualifications: 

  • 8 years of combined experience developing and implementing MEL systems, completing MEL reporting and Activity communications.
  • Bachelor’s degree in related field; master’s degree preferred.
  • Highly organized, attention to detail and analytical skills.
  • Computer skill particularly Microsoft Word, Excel, PowerPoint.
  • Strong oral and written communication and interpersonal skills and proficiency in English, both verbal and written.
  • Utilizing programming and statistical software (such as SPSS) to compile data and information for various systems, and knowledge of basic research tools; Expertise in developing and/or maintaining database using like MS Access, GIS mapping through ArcView, USAID-DIS or similar tool.
  • Knowledgeable of USAID’s CLA approaches and tools.
  • Successful experience with MEL and CLA on a USAID and any other donor-funded Activity.
  • Strong interpersonal skills and ability to work with culturally diverse staff.

This role will be based in Nairobi, Kenya, with frequent travel to Mandera, Moyale, and Karamoja cross-border cluster areas as may be required.
