Background

The purpose of this Request for Information (RFI) for the provision of health commodity transportation services worldwide is to identify U.S. small businesses that can self-certify that they qualify as a relevant small business socio-economic concern designation (i.e. small disadvantaged business, etc.) per the “Eligibility” language below and solicit information on capabilities for the transportation of health commodities that require a) cold chain and b) non-cold chain transportation services for temperature-sensitive pharmaceuticals, laboratory reagents/consumables, non-medical consumables, and other health products to and from multiple countries worldwide.  Service providers which meet the Eligibility criteria below with the most suitable technical capabilities will have an opportunity to participate in a Request for Quotation (RFQ) to be issued at a later date as a next step.

The Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project is a USAID-funded project implemented by prime contractor Chemonics International Inc. The purpose of GHSC-PSM is to ensure uninterrupted supplies of health commodities in support of U.S. government-funded public health initiatives around the world (the List of countries is in Annex A: GHSC-PSM Countries Served). The project provides procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health (PRH). GHSC-PSM supports health programs through the supply of a wide range of health commodities, including contraceptives and condoms, essential drugs; and select commodities for HIV/AIDS malaria, maternal and child health, and infectious diseases.

Eligibility

Eligibility to respond to this RFI is restricted to U.S. small businesses that can self-certify that they qualify as a small-disadvantaged business concerns (including U.S. Small Business Administration (SBA) certification of small business, which is known as 8(a) certification, Native Corporations, and Tribal Enterprises), women-owned small business, Historically Underutilized Business Zone (HubZone), or Service-Disabled Veteran-owned small business, etc. per the definitions in FAR 52.219-8 (available at https://www.acquisition.gov/far/52.219-8). The primary NAICS[1] code for this solicitation is: 488510. Please include the signed self-size certification in the proposal, using the template contained in Annex B of this RFI. Any responses received without this self-size certification will not be considered.

Instructions

Service providers interested in responding to this RFI should register with Chemonics by sending an email to Transport-RFI-2025@ghsc-psm.org, along with a point of contact, company name, address, e-mail, and phone number with the subject line as “2025 GHSC-PSM Health Commodity Transportation RFI Request – <Company Name>” on or before December 27, 2024, 12:00 PM US Eastern Time. Once registration is complete, Chemonics will provide requesters a copy of the detailed RFI via email.

RFI responses will be due by Friday, January 17, 2025 5:00PM US Eastern Time.
