The USAID Promoting Rule of Law in Myanmar (PRLM) project, implemented by Chemonics International Inc., seeks grantees for implementation of activities that address human trafficking through (1) mitigation of the risks of unsafe migration, (2) increased access to legal services for victims/survivors, and/or (3) advocacy for legislative and regulatory reform that align with international standards and meet the needs of Myanmar’s people. The grants will be awarded and implemented in accordance with USAID and U.S. Government regulations governing grants under contract and the activity’s internal grant management policies.

The project will hold pre-application workshops around the country to allow eligible and interested applicants the chance to ask questions about this RFA and receive guidance on how to complete the application forms. These workshops will be held as follows:

  • Yangon: January 23, 2019
  • Dawei, Tanintharyi Region: January 25, 2019
  • Myitkyina, Kachin State: January 25, 2019
  • Myawaddy, Kayin State: January 29, 2019
  • Mandalary, Mandalay Region: January 30, 2019
  • Tachileik, Shan State: February 1, 2019

Interested applicants that meet the eligibility requirements defined in the attached RFA and that would like to attend one of the pre-application workshops must confirm their attendance by sending participant name(s) and email addresses, the organization’s name, and which session they will attend to prlmgrants@prlmyanmar.com. A maximum of two people may attend from each organization. The activity will share via email the time and venue for each session with those who RSVP. The Activity will not reimburse participants for any costs of attendance, including travel or mileage costs. For interested applicants that are unable to attend a pre-application workshop, the information provided at the session will be available on Chemonics’ Procurement Page.

Applications will be accepted and evaluated on a rolling basis through 17:00 local time in Yangon, Myanmar on February 18, 2019, or until funds are no longer available. Please send applications to prlmgrants@prlmyanmar.com.

Chemonics realizes that offerors may have additional questions after reading this RFA. Interested offerors can submit their questions to prlmgrants@prlmyanmar.com by 17:00 local time in Yangon, Myanmar, February 4, 2019. Answers will be posted on approximately February 8, 2019.

This RFA does not obligate Chemonics to execute a subcontract nor does it commit Chemonics to pay any costs incurred in the preparation and submission of the proposals. Furthermore, Chemonics reserves the right to reject any and all offers if such action is considered to be in the best interest of Chemonics.
