Chemonics seeks a Technical Lead on the anticipated USAID Enhance Digital Health Activity in Ethiopia. The goal of this project is to build a sustainable, resilient, and interoperable health information ecosystem that ensures the entire health sector has the data, tools, and skills necessary to improve the health and well-being of all Ethiopians. This activity will build on USAID’s current work in Ethiopia to deploy and scale digital tools, enhance data-driven decision-making, and strengthen capacity of Ethiopian partners to utilize digital health systems.

The Technical Lead will lead efforts to scale digital solutions that will improve health outcomes in Ethiopia and strengthen digital health capabilities. This position will be based in Ethiopia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide technical leadership and expertise in the areas of HIS governance; data collection, analysis and use; digitalization; systems integration and interoperability; and capacity building
  • Provide strategic leadership and management across activity design and implementation, ensuring activities are technically sound and aligned with activity objectives;
  • Ensure that digital health solutions are user-centered, scalable, and sustainable;
  • Direct and oversee the digital health team by providing guidance, support, and oversight to ensure effective collaboration and clear objective-setting to achieve project goals;
  • Build the capacity of local partners and stakeholders to adopt and utilize digital health technologies;
  • Collaborate with government agencies, healthcare providers, and other stakeholders to ensure the successful implementation of digital health solutions;
  • Contribute to the preparation of project-related reports, presentations, and abstracts;
  • Develop and maintain strong relationships with key stakeholders, including USAID, local government, and international partners;
  • Conduct research and stay abreast of latest trends and developments in digital health and identify opportunities for new digital health solutions to address emerging health challenges; and
  • Other tasks as required by the Chief of Party.

Qualifications:

  • Master’s degree in information science, data science, public health, statistics, health informatics, or a related field;
  • At least 8 years of experience in digital health, health information systems, or related areas, with USG-funded or other donor-funded projects preferred;
  • Familiarity and experience with existing information systems in Ethiopia (including DHIS2, eCHIS, EMRs, and logistic management information systems such as Dagu and mBrana) preferred;
  • Demonstrated experience managing or leading a technical team;
  • Knowledge of Ethiopian health systems, private sector, and governance structures;
  • Excellent diplomacy skills and a proven ability to establish and maintain professional relationships with external stakeholders;
  • Fluent English oral and written communication skills; and
  • Demonstrated leadership, versatility, and integrity.
