Chemonics UK is inviting team leader applications from senior stabilisation professionals interested in working with Chemonics to deliver an upcoming UK government stabilisation programme, the ISF Yemen: Flexible Funding Mechanism (YFFM). This position will be based in Aden, Yemen. We are looking for individuals with who have experience in incentivising and stabilising peace processes and have a passion for sensitive and responsive programming.
Background: Chemonics UK is currently leading the Yemen Support Fund (YSF), a UK government supported programme that along with our partners, identifies and invests in opportunities that protect civilians, promotes political de-escalation and dialogue, and strengthens the foundations for longer-term stability in Yemen. YFFM, will be a larger programme that will include the second iteration of YSF, and will continue to work towards a true sustainable resolution, and the end to the conflict that for many years, has blighted the lives of the people of Yemen.

The contract is expected to be effective from November 2024 and will last for 36 months, with a possible 18-month extension.
Principal Duties and Responsibilities (Essential Functions)
Lead representative of YSF with the ISF and the Stabilisation sector at a large scale
- Develop and maintain programme strategy and vision jointly with the FCDO – the Head of the ISF/ SRO and the Programme Manager, ensuring that the programme satisfies FCDO’s policy objectives
- Responsible for timely and high standard deliverables in accordance with the workplan/ implementation plan
- Represent YSF at meetings and presentation sessions with HMG
- Lead engagement with stabilisation actors and contribution to the stabilisation sector on a large scale
Consortium leadership and coordination
- Responsible for managing and review partner’s roles, and functions
- Management of partners through effective coordination and communication
- Represent the consortium partners at Chemonics and FCDO level
Strategizing and supervising technical delivery
- Responsible for translating the programme design into implementation
- Ensure that the different elements of the programme are coherent and coordinated
- Convene the necessary resources from the consortium and Chemonics to review and adapt the programme to the client needs and changing context where necessary
- Ensure that the programme is presenting value for money – minimising risks, and maximising results
- Oversee close down of activities and operations at the end of the programme
Overseeing budget and fund management
- Work closely with Chemonics’ programme management and consortium partners to ensure that budget forecasting and execution is consistently accurate
- Ensure technical and operational plans are coordinated with the finance team
- Conduct routine checks with consortium partners and downstream partners to ensure good delivery and spend rate
Talent management and team utilisation
- Conduct regular professional and development meetings with project leads to ensure high employment satisfaction and clarity of roles and functions
- Lead internal communication so that team members are aware of what is happening across the programme and motivated to be part of the team
- Ensure that team members have smart goals and that appraisals are held on time
- Review team configuration and workload so that each member is utilised at their highest performance level
- Ensure equitable distribution of development and progression opportunities
- Act as Chemonics ambassador upholding our values at the project office level
Required Skills and Qualifications
To provide the services successfully, an individual must be able to meet each of the requirements satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to provide the principal services.
- Deep knowledge and nuanced understanding of the conflict dynamics in Yemen
- Clear track record of senior professional experience within the development sector focusing on stabilisation activities
- High-level strategic vision and project leadership capability, preferably with experience in managing complex activities involving coordination with multiple stakeholders and partner institutions
- Proven leadership in the design, management, implementation, monitoring and evaluation of donor-funded programmes.
- Experience in financial management and oversight of budgets, grants and procurement activities
- Demonstrated ability in managing large and dispersed teams in-person and remotely
- Experience overseeing the disbursement of grants or funds to partner organisations
- Minimum of 15 years relevant experience. With 4 years’ experience as either a Team Leader, Chief of Party, Country Director or similar, ideally with donor organisations
- Fluent in English and Arabic
