Monitoring, Evaluation, and Learning Director | Addis Ababa, Ethiopia | 2024

Chemonics seeks interested and qualified individuals for a Director of Monitoring, Evaluation, and Learning (MEL) on the anticipated USAID Enhance Digital Health Activity in Ethiopia. The goal of this project is to build a sustainable, resilient, and interoperable health information ecosystem that ensures the entire health sector has the data, tools, and skills necessary to improve the health and well-being of all Ethiopians. This activity will build on USAID’s current work in Ethiopia to deploy and scale digital tools, enhance data-driven decision-making, and strengthen capacity of Ethiopian partners to utilize digital health systems.

The MEL Director will oversee all MEL components of the project and be responsible for tracking and aggregating data across all activities, managing the reporting to USAID, and coordinating the sharing and dissemination of information and best practices to project stakeholders. This position will be based in Ethiopia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Lead the monitoring, evaluation, and learning components of the activity;
  • Ensure data quality assurance and integrity in all MEL activities;
  • Use data-driven insights to inform decision-making, adapt program strategy, and improve overall program performance;
  • Oversee the development and submission of timely, accurate, and complete reporting;
  • Collaborate with the project team and stakeholders to ensure the integration of MEL activities into the overall project implementation; and
  • Provide capacity building and technical support to local partners and staff on MEL activities.

Qualifications:

  • A master’s degree or higher in public health, statistics, research methods, information systems, or a related advanced degree;
  • Minimum of eight years’ experience working on monitoring and evaluation with international development programs, with at least 5 years of experience on MEL for health projects;
  • Expertise in quantitative and qualitative methodologies and demonstrated capacity and experience in data analysis, data collection; statistical analysis; and reporting; including experience with computer-based statistical packages and databases required;
  • Experience working on MEL and CLA plans for USAID-funded projects highly preferred;
  • Excellent organizational skills and attention to detail;
  • Ability to establish priorities and meet deadlines and to initiate and implement activities with minimal oversight and supervision, required;
  • Familiarity of USAID rules and regulations, compliance, and reporting requirements required; knowledge of Chemonics’ procedures preferred;
  • Experience working in Ethiopia or the region highly preferred;
  • Fluent English oral and written communication skills; and
  • Demonstrated leadership, versatility, and integrity.
