Monitoring and Evaluation Director | Washington, DC | 2023

Chemonics seeks a Monitoring and Evaluation Director for the anticipated five-year Reaching every at-risk community and household with malaria services (REACH Malaria) based in Washington, DC. This program aims to support the U.S. President’s Malaria Initiative (PMI), as well as U.S. Agency for International Development (USAID) Missions and Bureaus with malaria programs, to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), health systems strengthening, data collection and use for service delivery, and other malaria prevention interventions.

The Monitoring and Evaluation Director will lead the design and implementation of the AMELP, which includes ensuring indicators, evaluation methods, and data collection systems are appropriate. They will ensure continuous program monitoring to help technical teams understand project performance as compared to desired results and, ultimately, help the project evaluate our approach and produce robust evidence on the project’s contributions to improved vector control at country and regional levels through quarterly, annual, and other reports.

Responsibilities:  

  • Design, adaptively manage, and report on the AMELP, including being responsible for building the project CLA approach through ongoing opportunities to pause and reflect through quarterly strategy reviews and after-action reviews
  • Design and manage overall project and country buy-in specific results frameworks and indicators
  • Lead the design, contracting, and implementation of monitoring surveys, research, and evaluation activities for each country buy-in
  • Lead overall project research efforts to test and implement new vector control strategies
  • Facilitate training of country level M&E teams and assure a consistent approach to project monitoring and evaluation
  • Identify the most appropriate evaluation approaches within a country buy-in to best capture and communicate project achievements
  • Identify and assess needs and designs for potential external evaluation activities
  • Overall management and oversight for data quality assurance and management practices (including storage and exchange of project reporting indicators and evaluation results, sharing necessary datasets with USAID DDL, etc.)
  • Work closely with the country teams on a continuous basis to support cross-country learning and the identification of effective strategies for market facilitation
  • Oversee establishment and implementation of a culture of data use to inform programming in all supported countries
  • Identify and mobilize technical resources to support strengthening of malaria M&E systems in REACH supported countries
  • Standardize surveillance, monitoring and evaluation capacity building in supported countries

Qualifications:  

  • A master’s degree in public health or a related field.  A Doctoral (PhD) degree will be preferred
  • At least 10 years of experience designing and managing programs using similar mixed method research, and evaluation approaches to AMELPs
  • 5-7 years of experience independently managing project activities and executing against expecting deadlines
  • Technical experience in Malaria Surveillance, Monitoring and evaluation
  • Technical expertise in program monitoring and evaluation using mixed methods, preferably with experience evaluating in innovative ways and evaluating program innovations
  • Experience with systems thinking approaches and the use of systems aware measurement approaches
  • Experience in utilizing digital/mHealth solutions for data collection and analysis preferred
  • Experience collaborating with diverse teams across different contexts, time zones, and languages
  • Effective English oral and written communication skills is required
  • Ability to interact professionally in one or more of the following foreign languages (Spanish, Portuguese, or French) is preferred, but not required
  • Demonstrated leadership, versatility, and integrity
