Deputy Team Leader – Delivery | Kyiv, Ukraine | 2023

The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalisation in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign, and prosperous Ukraine.  The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.



The Deputy Team Leader – Delivery will report directly to the Team Leader and will oversee the procurement and fund management teams in the delivery and implementation of procurement, logistics, grants, and project compliance.

This role will have the following principal duties and obligations:

  • Creates and maintains overall policies, practices, and procedures relating to all aspects of procurement and grants, ensuring they are in line with wider Chemonics and PFRU systems and policies in this area including the PFRU procurement and fund manuals.
  • Oversees procurements carried out by international supply chain services providers.
  • Oversees and manages the procurement and fund teams to deliver on project procurements, grants and fund management support as needed.
  • Manages procurement and fund directors to ensure adequate distribution of staff resources across PFRU’s three components.
  • Liaises with relevant stakeholders (both internal and external) to ensure procurements and logistics and grants are based on specific and timely project needs.
  • Provides guidance and support to project technical teams to determine the most appropriate mechanisms to operationalize project activities considering complexity, timeline, required approvals, and the availability of local and international resources.
  • Identifies opportunities to optimize procurement processes through collaboration across component teams and the strategic design of delivery mechanisms.
  • Supports the development of proactive, holistic project procurement plans, with continuous evaluation and re-evaluation of the sourcing requirements across components.
  • Maintains an innovative and flexible delivery strategy, applying lessons learned from implementation, or changes in context or programmatic approaches.
  • Conducts compliance reviews of ITTs, contracts, vendor agreements, call for proposals, grant agreements and procurement and grant documentation (including selection/negotiation memos and due diligence documentation) to ensure consistency with Chemonics, FCDO and PFRU procurement and grant processes as outlined in the PFRU procurement and fund manuals.
  • Ensures that PFRU procurement and grant tools and templates are shared and utilised by PFRU project staff.
  • Facilitates strengthened coordination among procurement, fund, and project technical teams to ensure timely and compliant delivery on project work plans, troubleshoot challenges, and to manage expectations.
  • Contributes to the development of ‘content’ for training in a variety of contract and procurement and grant-related topics in coordination with the Project Implementation Director and delivers training to procurement and technical teams.
  • Ensures sufficient tracking of procurement contracts and payments and grant payments and disbursement are racked for reporting and budgeting purposes under project budgets.
  • Reviews and supports procurement team in negotiating contract/vendor agreement terms and conditions, to manage Chemonics corporate risk and ensure value for money.
  • Coordinates contractual reviews with the UKD contracts team and PFRU PMU as appropriate in line with the existing corporate authorities matrix, PFRU delegations of authority, and the PFRU Procurement and Fund Manuals.
  • Manages the project implementation director to ensure that policies and procedures are operationalised, and data is maintained in the MetricsLed system.
  • Makes recommendations on strengthening policies and procedures to ensure internal controls are effective in preventing, identifying, and addressing noncompliance with established policies and procedures in the procurement and fund manuals and applicable rules and regulations and supports implementation of best practices in contracting.
  • Actively contributes to project design to ensure operational realism and compliance.
  • Performs other duties as assigned by the Team Leader his/her designee.

Required Skills and Qualifications:

The Deputy Team Leader – Delivery will have the following qualifications and experience requirements:

  • A minimum of eight years of experience working on donor-funded projects in a related role and with demonstrated supervisory experience.
  • Minimum of two years field experience on FCDO or other donor funded projects including supervising experience leading and mentoring host-country teams.
  • Experience working in developing countries is required—preferably complex, high-speed, and challenging field operations.
  • Experience working with team on construction programming and overseeing construction procurements and quality assurance is preferred.
  • Demonstrated ability in managing dispersed teams in-person and remotely.
  • Familiarity with Chemonics, FCDO policies and procedures regarding procurement and grant processes and systems is preferred.
  • Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close-out is highly desired, but not required.
  • Demonstrated experience leading donor-funded efforts in complex and politically sensitive transition or stabilisation contexts, with a preference for Ukraine.
  • Fluency in written and oral English is required, knowledge of Ukrainian is beneficial.
