Chemonics seeks a Deputy Chief of Party (DCOP) for the anticipated 5-year Fragile Waters Activity. Chemonics International Inc. is a US-based international development consulting firm with experience operating in 150 countries, preparing for the anticipated USAID-funded Fragile Waters Activity. The purpose of Fragile Waters is to support agile and sustainable water security, sanitation and hygiene (WSSH) programming in fragile contexts, with a focus on supporting locally-led approaches to address the reality that WSSH challenges confronting the world are highly nuanced and fast evolving–particularly as the adverse impacts of climate change continue to unfold. Through this broad, flexible global support mechanism, USAID will fill critical gaps in partner countries’ ability to tackle longer and more common protracted conflicts, as well as more frequent and intense weather events and increasing rates of climate change-related migration through enabling a fundamental shift in the WSSH community’s approach to programming in fragile contexts. This will focus on strengthening water security for all uses and users, as well as adapting, providing and maintaining WASH services, which is critical for achieving and maintaining development gains in communities and countries that face the compounding risks of climate change, conflict, and COVID-19.
The DCOP will support the chief of party (COP) to supervise all activities related to this program and leads the administrative, operations, and procurement team members. The DCOP sets processes and procedures for efficient procurement, subaward management, and financial tracking and reporting. The DCOP facilitates technical activities through operational and administrative coordination with the COP and technical teams. A primary responsibility will be liaising with high-level USAID and government officials, forging alliances with a myriad of stakeholders, and managing multiple ongoing activities across the globe in cooperation with the COP. This long-term position will be based in Washington, DC with international travel as needed. - Support overall project leadership and strategy; works collaboratively with the COP to create and implement a strategic, long term programmatic vision and oversee all operational, procurement, and financial management
- Efficiently implements, manages, and tracks compliance, timeliness of delivery, and financial considerations of subcontracts and grants under contract
- Provides overall administrative leadership for all project activities, long-term, and short-term personnel
- Supervises day-to-day operations including administration, logistics, procurement, budgeting, and financial accounting
- Applies technical background in WSSH programming and crisis response in any of the following, preferably in fragile contexts: local capacity strengthening of service providers, authorities, and stakeholders; rapid analyses to inform WSSH programming; WSSH services and systems; and, research and learning to support the COP and Technical Leads to communicate project status and successes to USAID and key stakeholders
- Support scope of work development and oversee receipt of the necessary approvals for technical engagement with project subcontractors and short-term consultants
- Ensure program implementation is in accordance with USAID regulations and Chemonics policies and all procurement processes are and are perceived as transparent and fair by beneficiary communities
- Implement tailored, key management systems that support performance management, financial management, procurement systems, human resources management, project planning, and reporting
- Ensure compliance with organizational policies and client regulations and make recommendations on strengthening procedures
- Ensure that all work products are provided on time and are of high quality
- Coordinating with the Home Office on all compliance issues, seeking legal and policy guidance on sanctions and other applicable restrictions
- Undertaking other duties as assigned by the COP; serve as Acting COP as needed
- Bachelor’s degree in international development, water resources, management, sustainable development, business administration, public policy, public finance, or another relevant field
- Experience in administrative, procurement, hiring, recruitment, financial and logistical aspects of activity implementation with supervisory experience
- Demonstrated experience in strategic planning and using innovative approaches to solve complex problems
- Ability to scope and hone interventions in close coordination with USAID
- Relevant experience leading diverse teams and demonstrated capacity in building staff skills and ensuring quality control of project deliverables
- Experience with USAID programs and a minimum of eight (8) years of progressively responsible experience in grants and subcontracts management required, including but not limited to the utilization of innovative and performance-based CPFF, FFP, and T&M-type awards and grants under contract
- Thorough knowledge of USAID and other Federal agency regulations and policies required, with the ability to navigate USAID rules and regulations governing project compliance, procurement, and financial management
- Demonstrated ability to establish and maintain collaborative, productive working relationships with U.S. and local government counterparts, private sector associations, civil society organizations, and other key U.S. and other country governments and stakeholders; ability to develop and implement effective project initiatives with private sector entities
- Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively and cross-culturally
- Demonstrated leadership, versatility, and integrity
- Fluency in written and spoken English required
